Description of Work:
Department of Foreign Affairs, Trade and Development (DFATD) relies on two mission critical IT web applications to process import and export permits for over 4000 businesses and individuals in Canada, EICS and EXCOL. These two systems are at end-of-life and need to be replaced in order to ensure that Global Affairs can deliver on its mandate under the Export and Import Permits Act (EIPA). There are about 2000 permits processed every day by these systems.
The purpose of this project is as follows:
Eliminate the existing risk that Global Affairs faces due to the age of the two systems by developing and configuring a single COTS application to replace both applications.
Implement a system which will be flexible enough to support future business needs of the Bureau
Both EICS and EXCOL systems are currently at end-of-life and are operating under significant technical risks of failure that could lead to an extended if not permanent outage of the system. Failure of these systems will have a direct negative impact on the import/export activity at the border. Any outage in excess of 4 hours may result in severe congestion of business activity at border crossings and could result in a major embarrassment to the Government of Canada. Consequently, the two applications are classified as mission-critical due to the severity of the logistical and monetary impacts that a loss of accessibility would have upon the Canadian economy and public at large.
The Project Management Office (SEIE/PMO) requires the professional services of the following resources to support the change management effort across the business pillars of the EICS II Project, specifically business requirements, User Acceptance Testing, Training, Communication and Change Management.
one (1) Senior Change Management Consultant (Level 3), and
one (1) Intermediate Change Management Consultant (Level 2) resource.
