Requirement

National Individual Standing Offer for the supply of Animal Proof Garbage Bins during a four-year period, on behalf of Parks Canada. Deliveries are to be made to all Parks Canada locations across the country, including areas subject to Comprehensive Land Claim Agreements (CLCAs).
Statement of Requirements

GENERAL: This procurement requires the supplier to have the capability to provide all the items listed below (List of Haul-All Standing Offer) over a four-year period. The trucks that are able to dump these bins are specially designed for this application, therefore any equivalent product offered must be identical in form, fit and function.

Applicable Trade Agreements and Obligations
This requirement is subject to the World Trade Organization Agreement on Government Procurement (WTO-AGP), North American Free Trade Agreement (NAFTA), the Agreement on Internal Trade (AIT) and the Bilateral Agreement.

Regulations Respecting Government Contracts SOR/87-402 (6.d) and Supply Manual (SM 3.15 (b) iv)), only one supplier (person or firm) is capable of performing the contract.

Limited Tendering (SM 3.25.b.iii), a process that allows for deviations from the above procurement practices. In situations, where a specific limited tendering justification can be applied, limiting the number of suppliers, to one or more suppliers, is allowed. While limited tendering is often used for sole source procurements, it can also be used in competitive procurements.

Estimated Cost: $1,500,000.00 + tax.

This procurement is subject to all Comprehensive Land Claim Agreements.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contracting authority identified below onor before the closing date of this Notice. The statement of capabilities must provide sufficient evidence (e.g. specifications, technical data, drawings, or any proof) to clearly demonstrate that the supplier meets the advertised requirements.
