Full description

Definition of the requirement: Requirement:The National Research Council of Canada (NRC)’s Low Carbon Assets Through Lifecycle Assessment (LCA)2 Initiative is working to establish a regionalized Lifecycle Inventory (LCI) database for Canadian construction materials. The NRC requires life cycle inventory data related to concrete produced in Canada. This data will be used to populate the Canadian LCI database for construction materials, and establish regionalized carbon intensity baselines for cement and concrete. Background:The development of a Canadian Lifecycle Inventory (LCI) database for construction materials is a necessary component of efforts within government and the private sector to adopt robust, transparent, fair and accurate lifecycle approaches to reducing GHGs associated with the construction, operation and end of life of buildings and infrastructure.Concrete is the most consumed construction material in Canada (and globally), and in 2017 1.5% (10.8MT) of Canada's GHG emissions was from concrete alone. As such, concrete has been chosen as the first construction material to be included in the database.NRC has conducted an assessment of existing LCI datasets for cement and concrete, and a number of data gaps have been identified, which include the following:Existing cement and concrete data is outdated.Current data is not at a sufficient resolution at a regional or facility specific level.Current data does not facilitate sufficient comparability across concrete products to establish reasonable carbon intensity baselines.Industry average EPDs for Canadian cement and concrete are available but are based on outdated data and are not representative enough to support regionally accurate embodied carbon benchmarks for both cement and concrete. Further, the cement EPD expired in March, 2021 and the concrete EPD expires in 2022.Scope of work:The use of an ACAN to enter into a contract with Concrete Ontario (Ready Mixed Concrete Association of Ontario) will permit the most expeditious development of LCI data for the Canadian concrete industry. CRMCA will survey up to 500 ready mix plants of its members to develop a statistically representative LCI data set for ready mix plant operations across Canada. The survey must contain regional information on:Typical SCM usage ratesRegional mix designsIdentify current average SCM replacement levelsThe LCI data must be regionalized to at a minimum a provincial level with the preference for regionalization within a province. The LCI data must expand on base mix designs:GU & GUL for each mix design4 SCM replacement levelRegions select SCM: Slag, Fly Ash (0 – 9%, 10 – 19%, 20 – 29%, 30+% )15 MPa concrete with air20 MPa concrete with air20 MPa Concrete without air25 MPa concrete without air25 MPa concrete without air & 0.55 w/CM Ratio (N-CF)30 MPa concrete with air30 MPa concrete without air32 MPa concrete without air & 0.45 w/CM Ratio (C-2)35 MPa concrete without air & 0.40 w/CM Ratio (C-1)40 MPa concrete with air40 MPa concrete without air45 MPa concrete with air45 MPa concrete without air50 MPa concrete with air (C-XL)50 MPa concrete without air55 MPa concrete without air60 MPa concrete without airLCAs will be produced in accordance with relevant North American PCRs that are based on the core rules of ISO 21930:2017.The system boundary will be cradle-to-gate (information modules A1-A3); if required by a PCR or common practice, other modules may be considered. The foreground LCIs will be reported; in principle at the gate-gate level, with metadata required for interoperable database implementationThe reported environmental indicator (i.e., LCA) results will be evaluated based on the best available or most appropriate background data. The results of survey will be provided to the NRC following their LCA report template, and their LCI data template, which will be released publically.Mandatory Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets all of the following mandatory requirements:Established relationship with Canadian Ready Mixed Concrete Association.Established relationship with the Cement Association of Canada.Established relationships with all Canadian ready mix plants.Established relationship with all Canadian provincial ready mix concrete associations.Be authorized to develop confidentiality agreements for the Canadian Ready Mix Concrete Association. The LCI data developed must be used as the base data to develop industry average EPDs for the Canadian Ready Mix Concrete Association.Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement:- WTO-AGP World Trade Organization Agreement on Government ProcurementJustification for the Pre-Identified Supplier Concrete Ontario (Ready Mixed Concrete Association of Ontario) was formed in 1959 to act in the interest of Ontario’s ready mixed concrete producers and the industry in general. The Association is active in a number of areas of the industry including new concrete and admixture technologies, education and training of our clients, environmental stewardship and ongoing partnerships with many industry partners. Concrete Ontario is the voice and resource of the concrete and construction industries across Ontario. Representing over 96% of all concrete production and manufacturing. Concrete Ontario brings education, technologies, research and innovation to architects, designers, contractors and concrete companies.Concrete Ontario is the sole association capable and has the authority to work with all ready mix concrete providers in Canada and make final decisions on how LCI data on concrete is developed and made publically availableExclusions and/or Limited Tendering Reasons The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection:Part 1, Section 6 (d) as only one known person or firm that is capable of performing the contract.Period of the proposed contract NRC is expecting the work to start on October 2021 and be completed by October 2022.Cost estimate of the proposed contract $150,000 plus applicable taxes, subject to negotiation.Name and address of the pre-identified supplier Concrete Ontario (Ready Mixed Concrete Association of Ontario)1 Prologis Boulevard, Unit #102B,Mississauga, Ontario L5W 0G2 “Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice.
