General Inside and General Outside Support Buildings, EMSI, AB
Public Works and Government Services Canada (PWGSC) is inviting
qualified Turnkey (Design-Build) Bidders to deliver two (2) new
1000m2 Generic Support Buildings, (1 Inside Perimeter and 1
Outside Perimeter) at Edmonton Maximum Security Institution
(EMSI), Edmonton, Alberta.
The objective of this Request For Proposal (RFP) is to retain an
individual Contractor or Joint Venture to provide the complete
design-build (turnkey) work for two (2) Support Buildings at
Edmonton Maximum Security Institution. Utilizing a turnkey
service delivery methodology, a full range of professional
consultant and contractor services will be required during both
the design and construction phases of the project. The work
consists of but is not limited to the design and construction of
the two buildings, including site work and service connections.
The Project requires design and execution for multiple
disciplines carefully coordinated with on-going Institutional
operations.
This is a single phase selection process.
Utilizing a design-build service delivery methodology, a full
range of professional consultant and contractor services will be
required during both the design and construction phases of the
project. The team shall have all the licensing required to
practice in Alberta
Completion: The Contractor shall complete the work within 42
weeks from the date of contract award.
OPTIONAL SITE VISIT:
It is recommended that the bidder attend the optional site visit
at the designated date and time to examine the scope of the work
required and the existing conditions. The Optional Site Visit
will be held at 10:00 a.m. on Friday, April 13, 2012 at the
Edmonton Maximum Security Institution Administration building
(second building on left after site entrance), Edmonton, AB.
EMSI is accessed from Meridian Street exit off of Manning
Freeway in NE Edmonton. Search "Edmonton Institution" for
directions. Due to limited space, each design-build proponent
is limited to no more than 4 persons. Due to security
considerations, persons with criminal records may be denied
access to the Institution.

Drawings and Specifications are now available for viewing and
downloading in a Portable Document Format (PDF) or in a standard
paper version. Tenderers should note that Attachment 1 (ATT 1)
contains the Drawings and Specifications Package (DSP) which
consists of PDF files organized in an industry recognized
directory structure.
