The policy analysis component of Marine Policy in Transport Canada’s Policy Group has an ongoing requirement to access transportation policy analysis/advisory services in the marine sector. To this end, Marine Policy is seeking to establish Contracts in two Streams to provide for access to Marine Transportation Policy Professional Resources for projects on an “as and when required” basis.
Marine Policy’s current and future analysis requirements are grouped under three broad categories:
support policy-focused marine sector analysis to inform issue specific or discrete policy development;
develop policy-focused marine sector analysis and research in support of Transport Canada’s strategic policy analysis and development in the marine transportation sector; and
support of socio-economic, social, environmental and technological trends that may impact the marine sector.POLICY CONTEXT
Past reforms of Canada’s national marine policies have led to a more market-based economic environment and generated significant productivity improvements. These improvements were largely stimulated by economic deregulation, commercialization and market-based policies. This also contributed to the competitiveness of the Canadian economy. Those productivity gains have now been harvested, and future improvements seem harder to achieve, especially in an increasingly dynamic and volatile commercial environment.
The next generation of productivity gains will be based on efficiencies gained through strategic integration across the entire supply chain, innovation, and increased use of technology. This systems approach looks beyond the operation of vessels when evaluating strategic policy frameworks and investment. It also acts strategically to take advantage of the convergence of opportunities related to domestic transportation, trade, and geography.
Two streams are planned: general policy advisory services; and, marine policy analysis services. For each stream there is a description of the type of services required, as well as the nature of the qualitative policy analysis and advisory areas that will be called upon to inform and support Transport Canada’s strategic policy analysis and development in the marine transportation sector.
