Description of the requirement:
The Centre of Enforcement Expertise has launched the development of critical processes to strengthen the delivery and consistency of multimodal enforcement services at Transport Canada (TC) and started to implement this unique function. While there are certain pockets of modally specific enforcement expertise, the requirement to stabilize a common and consistent approach to enforcement is critical to the strategic objectives of the department.
- The Contractor will provide credible multimodal enforcement design expertise and specialized regulatory enforcement experience in support of the implementation of the new enforcement approach;
- The Contractor will provide direct subject matter expertise in support of delivery of enforcement training in conjunction with the Multimodal Integrated Technical Training group. This commitment is projected to amount to be approximately 7 days per month.
The Contractor will provide subject matter expertise by directly supporting modal and regional program integration to ensure enforcement program alignment with the Departmental Enforcement Standards and direction from the Deputy Minister in terms of program implementation
Level of Security Requirement:
Secret level at bid closing
Applicable Trade Agreements:
World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
Proposed period of contract:
The proposed period of contract is from date of award to March 31, 2021.
Estimated Level of Effort:
The estimated level of effort of the contract will be 240 days
