2.6 Change Management Consultant Senior
The following SA Holders have been invited to submit a proposal.
Description of the Requirement:
The Department of Public Works and Government Services Canada has a requirement for an Assessment of the Human Resources Branch’s (HRB) service delivery model including the review of current programs and services in the context of the need to shift to become a strategic enabler, and to be equipped to deliver a “click, call and consult” service delivery model.
HRB therefore requires the services of 2 consultants:
A-Base Review: The senior business analyst consultant is to undertake a comprehensive review of HRB’s current operations including all of the HR programs and services being offered and business support functions (e.g. administration, finance, IT). The assessment will also include benchmarking with comparable public sector organizations. Following the baseline assessment/review, the Consultant is to provide recommendations that include the identification of core programs and services and operational efficiency/savings opportunities.
Process Review and Redesign: The senior change management consultant is to provide a transformation framework, analyzing and assessing existing operations and business processes. The work is to be conducted in consultation with human resources experts and other stakeholders, as deemed appropriate.
