CCGC SPRAY - Annual Refit.

To provide labour, parts, material, and equipment to carry out
the docking and refit on and for CCGC Spray in accordance with
specification No. 12-S040-020-1 (April 2013)

The requirement is exempt from the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP),
Annex 4 and the North American Free Trade Agreement (NAFTA),
Chapter Ten Annex 1001.2b Paragraph 1, however, it is subject to
the Agreement on Internal Trade (AIT) and will be limited to
suppliers in Eastern Canada in accordance with Shipbuilding,
Refit, Repair and Modernization Policy (1996-12-19).

Arun Class vessels are not ice strengthened and have limited
ability to withstand ice accumulation resulting from transiting
in freezing spray conditions. It has been determined that the
risks associated with extended open sea transits in winter
conditions are high. To reduce these risks, the Arun Class
vessels will not be permitted to transit to or from contractor
facilities located in the province of Newfoundland and Labrador
during the period of December to April inclusive.

A bidders' conference will be held at 1 PM on March 19th, 2013,
in the offices of the Coast Guard Base, WESTPORT, Nova Scotia.
The vessel will be available for viewing before and after the
bidders conference on the same day. There are no additional
viewing before the beginning of the refit work period. -
