ADVANCE CONTRACT AWARD NOTICE (ACAN)
Definition
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of Requirements
The Canada-Nunavut Geoscience Office (CNGO) is a three-partnered office based in Iqaluit, Nunavut, with the three partners being two federal departments (NRCan and INAC) and the territorial Government of Nunavut, Department of Economic Development and Transportation. CNGO is considered Nunavut’s ‘de-facto’ Geological Survey; this office is administered by the Northern Canada Division of the Lands and Minerals Sector, Geological Survey of Canada (GSC), Natural Resources Canada (NRCan).
The CNGO (Northern Canada Division, Lands and Minerals Sector, GSC, NRCan) has a requirement to update the GIS-based map product entitled “Slave Craton: Interpretive bedrock compilation” released in 2005 (NWT-NU Open-File 2005-01). The Slave Craton comprises primarily Archean-aged rocks that straddle the NWT and NU border and that underlie a vast amount of ground north of Yellowknife and in the western Kitikmeot region of Nunavut.
Many geoscientists have mapped the bedrock geology of parts of the Slave craton over the years at a variety of scales and in varying degrees of detail. Of these, Dr. Stubley (currently a private geological consultant; previously the Chief Project Geologist for the combined NU/NWT) has devoted the bulk of his 30-year post-doctoral career to mapping of the Slave craton. Under contract to INAC/DIAND in 2005, he compiled and interpreted all bedrock geological information for the Slave craton into a Geographic Information System (GIS) that was released through the NWT and NU geological departments.
There has been relatively little new government- or academia-based geological mapping in the Slave craton and environs during the past decade. However, several government geologists have led significant broad-scale mapping projects in the NWT, some of which have encompassed the Slave craton. Additionally, Dr. Stubley has worked in numerous areas of both NU and NWT as a consultant for the mineral exploration industry. He has also uncovered several significant pre-2005 products that were not incorporated into the original 2005 compilation.
This ‘updating’ work requires:

Assembling and assessing all the available new geological data and information (e.g. maps, technical reports, databases, theses, journal publications) from all public sources (e.g. Geological Surveys, filed geological Assessment Reports and NI 43-101 Technical Reports, industry websites and presentations).
Access to proprietary data of the mineral exploration industry will be included, as permitted by the data owners.
Compiling, interpreting, and integrating this collective information into a pre-existing GIS spatial database, including re-classifying of rock units into a harmonized pan-Slave legend and generating new data from interpretation of geophysical data/imagery.
Revising and expanding the database attributes for all existing and new information, and ensuring the data integrity and database structure conforms to modern and National standards (in collaboration with Doug Irwin, a GIS specialist at the Northwest Territories Geological Survey [NTGS]).Information to be included:
The most significant areas needing revisions in Nunavut include:
1. Stubley’s proprietary and unpublished efforts for mineral exploration companies MMG and Strongbow:

at Izok Lake, High Lake, and James River (from comprehensive mapping)

throughout the Napaktulik, Anialik and High Lake volcanic belts (geophysical and geochemical re-interpretations with localized mapping)2. Miramar, Newmont, TMAC, +/- Stubley and other industry work at Hope Bay and environs (mostly proprietary and unpublished)
3. Sabina’s work in the Back River – Goose Lake – George Lake area
4. Kimberlites:

Update the 2005 compilation database

Upgrade locations, ages and descriptions where possible5. Geochronology:

Update the 2005 compilation

Upgrade locations and descriptions where possible6. Other:

Re-interpretation and modifications to geological contacts and to the diabase dyke and fault shapefiles from the post-2005 release of numerous aeromagnetic images (some significantly enhanced) throughout many areas of the Slave Craton

Re-interpretation and modifications (e.g. adjust georeferencing) of geological compilation using NRCan’s 1:250k lakeshore data (separated into two shapefiles: principal lakes and total lakes)
Update diabase dyke database to include new nomenclature
Update/parse all databases, specifically Rock-types, to modern Database Schema (with the assistance of NTGS’ Geomatics and IT working group)
New information and significant units addedThe revised integrated data is to be compiled within a Geographic Information System (GIS) and component shapefiles or a file Geodatabase will be supplied to NTGS for subsequent data verification and standardization.
A GIS-based map product will be co-published by NTGS and CNGO/NRCan, and authorship will be attributed to M. Stubley and D. Irwin.

Criteria for Assessment of the Statement of Capabilities

Any interested supplier must demonstrate by way of a statement of capabilities that they meet the following requirements:

Experience:
Have a minimum of 5 years’ experience in leading geological bedrock field mapping programs in Nunavut and/or Northwest Territories

Have extensive experience in digital cartography, as demonstrated by publication of at least 5 peer-reviewed digital map products
Have extensive experience compiling and interpreting geological data from various sources and of variable content, quality and scale, as demonstrated by publication/production of at least 2 digital compilations
Have extensive experience in Precambrian tectonic styles and typical Archean rock associations, as demonstrated by at least 5 years’ experience of field mapping in Archean terranes

Knowledge and understanding:

Have knowledge and understanding of the Geological Survey of Canada’s and the Northwest Territories Geological Survey (NTGS)’s cartographic standards, technical specifications, protocols, and established work procedures as they relate to bedrock mapping, as demonstrated by publication of at least one digital map product through a relevant government agency following post-2012 standards
Have knowledge and understanding of the knowledge-base of the geology of the Slave Craton in NWT and NU, as demonstrated by publication or presentation of multiple syntheses of regional datasets for the Slave craton, or multi-year employment in Geoscience Information sections of relevant government departments, or equivalent.
Academic qualifications:

Have a M.Sc. or Ph.D.degree in a geoscience discipline
Trade Agreements
Trade Agreements are not applicable.

Justification for the Pre-Identified Supplier
CNGO intends to deal directly with the chosen contractor/supplier identified in Section 10 below as he is the only known contractor/supplier that meets the mandatory criteria set out in Section 3 above as well as satisfying all requirements described in Section 2.
Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders.
Exception to the Government Contracts Regulations and applicable trade agreements
In accordance with the Government Contract Regulations (GCR) exception, Part 1, Section 6, (d) only one person or firm is capable of performing the contract.
The identified provider, Dr. Michael Stubley of Stubley Geosciences Ltd., is the only person capable of performing the work and meeting all of the criteria identified in Section 3 above.
Contract Period
