The Department of National Defence requires in-service support
for the CC150 Polaris aircraft (Airbus A310-304) for 8 Wing
Trenton, Ontario. Activities include servicing, repair and
overhaul of the aircraft and related equipment using a
commercial approach. In the performance of the work, the
contractor shall supply, other than Government Issue, all the
resources, facilities, labour and supervision, management
services, equipment, materials, drawings, technical data,
technical assistance, engineering services, inspection and
quality assurance procedures and planning necessary to perform
the work as specified in the Statement of Work and related
documents.

The period of service is five (5) years, from 01 April 2013 to
31 March 2018, with two irrevocable option periods of five (5)
years each, up to 31 March 2028.

This DRAFT RFP is not to solicit price proposals but to solicit
input from industry. A formal RFP process will follow the DRAFT
RFP posting period.

All inquiries and comments must be submitted in writing, by
email, to the Contracting Authority, Lorraine Chauvin, or her
manager Mike Doiron, by closing date and time. Canada will
appreciate industry to provide questions and comments throughout
the posting period so that they can be addressed in a timely
manner.

Questions and Answers:
Bidder Question #1. Can Canada provide a definition of "large
transport aircraft".

Answer: A large transport aircraft would be an aircraft that
has, within its airframe structure, at least two aisles
consisting of a minimum total of 10 seats per row and able to
carry 200 or more passengers. Common examples would consist of
the 767, 777, DC-10, A310, etc.

Bidder Question #2. Can Canada provide a full set of Aircraft
Maintenance Manuals and Structural Repair Manuals for the A310.

Answer: These AMMs and/or SRMs for A310 cannot be provided to
the bidders by DND, due to proprietary/license issues. Bidders
are required to have A-310 approval or equivalent aircraft
maintenance experience. With the experience, bidders would have
Transport Canada endorsement which would allow them to get hold
of AMMs and/or SRMs for the A310 from Transport Canada.

Bidder Question #3: Can Canada provide a soft copy of the RFP
documents.

Answer: PWGSC will provide a soft copy of any RFP document upon
request.

Bidder Question #4: When will the formal RFP be released and how
many weeks before closing date.

Answer: Canada's current timetable for the formal RFP is as
follows:

Week of 03 September 2012: RFP posted on MERX
Week of 17 September 2012: Mandatory site visit at 8 Wing Trenton
Week of 05 November 2012: Bid closing
