1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement
The National Research Council Canada (NRC) has a requirement for automated critical dimensioning capability tools to support their expanding foundry operations. The Hitachi CD-SEM CS4800 and a complementary Hitachi SU8600 FE-SEM are required to increase throughput and enhance the Foundry Quality Assurance program. The CD-SEM must process cassettes of multiple wafer sizes concurrently at 3 and 4 inch diameters and share a common data acquisition algorithm with the SU8600 for seamless correlation of the critical dimension measurements between the CD-SEM (Critical Dimension Scanning Electron Microscope) and FE-SEM (Field Emission Scanning Electron Microscope) platforms.

The Hitachi CD-SEM CS4800 will be used for top-down measurements at extreme magnifications (up to 300,000 times) at very high resolution and very high repeatability. The CD-SEM will incorporate cassette based automation for higher throughput and will be used to define measured surface topography and composition.

To meet NRC’s clients’ needs for semiconductor photonic and electronic devices, the Hitachi CS4800 CD-SEM and Hitachi SU8600 FE-SEM are much needed and will provide multi-wafer size user configurability. The CS4800 CD-SEM’s user configurability will allow for cassette based CD measurements on two different wafer sizes and different wafer types such as Indium Phosphide (InP), Gallium Arsenide (GaAs), Silicon (Si), Silicon Carbide (SiC) and Gallium Nitride (GaN). Acquiring these tools will allow NRC to support the strategic migration plan to move CD dimensioning on wafer platforms from the current cassette based 3" wafer line to a sustainable cassette based 4" wafer line.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements:
