1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of Agriculture and Agri-Food Canada (AAFC) has a requirement for the supply of one standard production model Controlled Environment Plant Growth Chamber. The equipment will be used for optimum conditions suitable for plant growth, carbon dioxide enrichment studies and other related similar research projects.
The chamber must be manufactured as a model line, sold and supported by the manufacturer with original equipment manufacturers parts, skilled repair technicians, covered by a full two year warranty coverage and sold worldwide. Prototypes or one-of-a-kind controlled environment growth chambers are not acceptable.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its controlled environment plant growth chamber meets the following requirements:
a) Internal growth area dimensions are 37 inches W x 25 inches D x 54-1/2 inches H (940mm W x 635mm D x 1385 H mm) + or - 2 inches or 50mm and outside dimensions are 41 inches W x 32-1/2 inches D x 79 inches H 1040mm W x 825mm D x 2005mm H + or - 2 inches or 50mm.
b) Total Interior growth volume must be no less than 29.2 ft3 (826 litres).
c) Growth height must be no less than 18" (460mm) from growth floor to light canopy in the UP position with two (2) height adjustable shelves - each shelf must support 60lb (27kg of distributed load).
d) Tiers - two (2) adjustable tiers, providing 11.3 ft3 (1.05 m3) of growth area and two (2) height adjustable, powder-coated steel wire shelves, measuring 37 inches W x 22 inches D (940mm x 560mm).
e) Each chamber must be supplied with a factory installed removable aluminum or stainless steel perforated growth floor which allows conditioned air movement in a vertical direction through the crop and then through the light canopy.
f) Must provide additive humidity to achieve a minimum of 90% RH lights OFF and 75% RH lights ON, limited by a +25°C maximum dew point through the incorporation of spray nozzles, requiring 60 psi (4.2 bar) pressure, that are programmed with the control system. Must ensure humidity control is within ±6% RH and system must incorporate a dry humidity sensor located in a device for sensing, measuring and controlling and must provide misting programming through the microprocessor controller.
g) In the single tier vertical air flow configuration mode, manufacturer must ensure light intensity at a minimum of 500 micromoles/m2/s intensity over each tier (150 micromoles/m2/s at 1 level and 320 micromoles/m2/s at two levels).
h) Standard temperature operation range: Full operation with a minimum temperature range of +4°C to +40°C lights OFF; +10°C to +45°C lights ON (full fresh air). Temperature control within ±0.5°C, at control point.
i) Fresh air control must be adjustable from the inside and must have a speed control from 30% to maximum.
j) Monitoring:
i) Refrigeration system operation is monitored by the control system, including visual and audible alarm.
ii) Pressure transducers allow for real-time diagnostics for preventative maintenance and repair.
iii) Proportional refrigeration control valve to have feedback for monitoring valves position by Building Management System. The growth chamber must be equipped with dry contact relays to allow operator to track and receive high and low temperature alarms, humidity, lighting and other controlled parameters from the unit. The unit must allow the integration with existing Building Alarm System, Central Management and local network. Must ensure that alarms can be logged to a portable storage device and the network.
