Being one of the largest organization in the Government of Canada with over 26,000 employees and a very complex mandate to serve Canadians that often depends of its programs, ESDC is required to establish itself as a leader within the federal government in project and programmer management.
In accordance with Treasury Board project management policies and its Organizational Project Management Capacity Oversight (OPMCA) class score of 2, ESDC has been delegated authority on Project Management oversight under 1 million dollars. With the policy reset around the corner, this same class 2 authority will upgrade to 5 million dollars. This implies that CFOB is responsible for project governance and its related policy and procedure development in order to successfully deliver and maintain the portfolio of projects of over 400 million dollars. In order to do so, CFOB is required to establish a very mature project management office.
To achieve that level of maturity, CFOB needs to create an Office of Strategic Management (OSM) to fully integrate core project management areas such as planning, performance measurement and analytics, portfolio management, risk management and benefit management.
The realization of this endeavor requires an experienced contractor expected to play a key role in the creation of the OSM and to increase the project management maturity required through sound strategic advice to ADM and the CFO. He will also be expected to develop strategies, mentor, coach, support and facilitate the increased responsibilities of ESDC in its Project and Programme management delegation.
The main objective, in support of ESDC mandate to improve Canadian’s quality of life, is to provide strategic advice to CFOB in the maturation of its Enterprise Project Management Office. This includes the transition, development, implementation and design of key Project Management activities such as the creation of an Office of Strategic Management (OSM). In order to do so, CFOB requires a resource with significant and extensive experience with the integration of core Project Management functions within an OSM; strategic planning, performance management, portfolio management, benefit management and risk management.
