HSRs are comprehensive evaluations of family functioning, caregiver suitability, and caregiver readiness. Assessments must be completed in accordance with the CIPF and the Structured Analysis Family Evaluation (SAFE) practice model and consider the caregiver’s ability to provide safe, stable, culturally responsive and developmentally appropriate care that supports positive outcomes for children and youth. HSR Practitioners shall complete assessments for foster care, adoption, and private guardianship matters using Provincial approved tools, templates, and reporting formats. Through established assessment tools, practice frameworks, and caregiver support standards, CFS promotes consistent, culturally responsive, trauma-informed, and evidence-informed assessment practices.
