Nature of Requirements:
Gas Chromatograph with Mass Spectrometric Detector
1. An ACAN is a public notice indicating to the supplier
community that a department or agency intends to award a
contract for goods, services or construction to a pre-identified
supplier, thereby allowing other suppliers to signal their
interest in bidding, by submitting a statement of capabilities.
If no supplier submits a statement of capabilities that meets
the requirements set out in the ACAN, on or before the closing
date stated in the ACAN, the contracting officer may then
proceed with the award to the pre-identified supplier.
2. Definition of requirement
The Department of Environment Canada, Emergencies Science and
Technology Section (ESTS) has a requirement for the supply of
one (1) new gas chromatograph with mass-spectrometric detector
(GC-MSD), including installation and familiarization, for use in
the analysis of petroleum and fuels and for the analysis of
petroleum-contaminated environmental samples. The required unit
is intended for operational support for environmental and
chemical emergencies, as well as analysis of legal samples.
To meet the operational needs of ESTS the supplied GC-MSD must
satisfy the following compatibility requirements:
-Measurement compatibility: This unit must be compatible in
terms of data outputs with an existing Agilent GC-MSD 7890/5975c
instrument. Compatible analytical capability is essential: a) in
emergencies in case of equipment failure so that high-priority
samples can be rapidly moved from one instrument to another, and
b) to ensure replication and verifiability of results for
potential legal use. The results generated are used to a) inform
spill clean-up and public health decisions (eg evacuations,
amenity use closures), and b) will be used for regulatory and
enforcement activities under the Canadian Environmental
Protection Act, the Fisheries Act and other applicable
legislation, as well as meeting the needs of international
clients such as the United States Environmental Protection
Agency, National Oceanic and Atmospheric Administration, and the
Bureau of Safety and Environmental Enforcement. Analytical
results must be able to meet reproducibility criteria (minimum
essential requirement 3.2) to a) mitigate critical equipment
failure, in terms of turn-around-time for analysis, during
time-critical analysis for spills and emergency response, and b)
to provide high confidence in results for use in legal settings,
such as Environment Canada Enforcement actions. Often, both of
these functions must be met simultaneously.
-Software compatibility: The required unit must be able to read
instrument settings files (methods) from existing Agilent GC-MSD
7890/5975c instrumentation. In addition, system software must be
capable of reading and performing analysis on existing
HP/Agilent MSD ChemStation datafiles dating from 1992 to the
present.
3.Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement
of capabilities that its product meets the following
requirements:
1) The supplied unit must be able to read instrument settings
files (methods) from existing Agilent GC-MSD 7890/5975c
instrumentation. In addition, the supplied analysis software
must be capable of reading and performing re-analysis on
existing HP/Agilent MSD ChemStation datafiles dating from 1992
to the present.
2) System software must be capable of manual single peak and
peak group integrations, that is, be able to group regions of
the resultant mass spectra and/or chromatograms using a manual
integration method.
3) Instrument Performance:
For the criteria of instrument performance, use the following
instrumental parameters:
a. Injection: 1µL volume, splitless injection, inlet held at
280°C.
b. Column: 30 m × 0.25 mm ID HP-5MS or equivalent fused silica
column (0.25 µm film thickness)
c. Carrier Gas: Helium, 1.0 mL/min, constant flow.
d. Temperature programs:
i. For alkanes and biomarkers: 50°C for 1 min, then 5°C/min to
300°C, then hold at 300°C for 10 minutes.
ii. For PAHs: 60°C for 1 min, then 15°C/min to 160°C, followed
by 8°C/min to 300°C, then hold at 300°C for 6.83 minutes.
e. Detector: Direct transfer at 280°C to mass spectrometric
detector
The list of analytes for which all instrument performance
criteria must be met can be found in table 3.1, following. A
minimum of 12 replicates must be made for these determinations.
3.1) Instrument detection limits (IDL) are defined as being at
least three times more signal to background for the purposes of
this criterion. For individual analytes in solution, each IDL
must equal or be lower than the following for all analytes in
table 3.1.
Alkanes: a 1µL injection of 10 ng/mL solution.
Hopanes/Steranes: a 1µL injection of 10 ng/mL solution.
PAHs and alkyl PAHS: a 1µL injection of 1 ng/mL solution.
3.2) Repeatability: The relative response factor (RRF) for 1 µL
injections of standard solutions of each analyte (see Table 3.1)
are calculated relative to response factors for the internal
standards. These standards are 5-alpha-androstane, d14-terphenyl
and 17beta(H),21beta(H) hopane for alkane, aromatic (PAH, aPAH),
and biomarker (hopane, sterane) determinations respectively. The
RRF for any compound must not have an expanded uncertainty of
more than 10% for solutions 10 to 20 times the IDL
concentrations specified at criterion 3.1.
3.3) Variability in sensitivity with analyte mass: The
individual mean RRFs must be in the ranges of 0.5 to 2 for every
analyte.
3.4) Linearity: The instrument must demonstrate linearity of
all analytes from the instrument detection limit to 1000 times
the IDL (3 decades).
3.5) Instrument robustness: the instrument must demonstrate that
it can meet or exceed all criteria for IDL, repeatability,
variability in sensitivity, and linearity, for 72 hours of
continuous operation.

with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
