Nature of Requirements:
The Department of National Defence (DND) requires instruction, supervision, technical expertise, navigation, equipment and meals to conduct canoe training activities for the Vernon Cadet Training Centre (VCTC).
The Contractor must provide instructors to provide instruction, supervision, technical expertise, navigation, and equipment to conduct canoe training activities with the voyageur canoe and tandem canoe on Class 2 or lesser moving water in accordance with the Training Schedule attached herein as Table 1.0. The Contractor must organize and lead three (3) sets of training groups consisting of two (2) days of pre-trip instruction, two (2) days of tripping; and one day of post trip instruction preferably within one hour of travel time from the VCTC.
Training is to be carried out during July and August.
All instructors must possess and present valid Vulnerable Sector Screening (for working with youth aged 12-18 years of age) and possess and present a Police Records Check upon submission of their bid.
Mandatory Technical Criteria:
Bids will be assessed using the mandatory technical criteria evaluation template herein at Annex C. Bidders must perform a self-evaluation using the evaluation template to address mandatory technical criteria described in Annex A Statement of Work.
Basis of Selection:
The bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
