1. The purpose and explanation of an ACAN
An Advance Contract Award Notice (ACAN) allows Citizenship and Immigration Canada contracting authorities to post a notice on MERX, for no less than fifteen (15) calendar days, indicating to the supplier community that a service contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, than the contracting authority will proceed to a full tendering process.
2. Rights of suppliers
Suppliers who believe that they are fully qualified and available to provide the services described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes.

4. Definition of Requirements
Introduction:
The Landing File, which is based on CIC administrative data, is key to decision making within CIC. CIC has made major investments into its creation and maintenance. Statistics Canada used CIC’s Landing File to certify the results of the 2011 NHS.
The 2011 National Household Survey is the only survey in Canada that is large enough to get detailed information on all neighbourhoods in Canada. Ethnocultural results from the NHS were released in September 2013. CIC has invested in the NHS and past Censuses.
Building upon existing papers on ethnocultural enclaves which were completed under contract for CIC, and in one case for Canadian Heritage, the final report that will be produced by this contract will apply the 2011 NHS-Landing File linkage data to examine outcomes for immigrants within the five neighbourhood types developed by Daniel Hiebert (Census Tracts from 2011 NHS). Examples of some of the different variables that will be examined are: : immigration class, period of immigration, education, low income, household type and household affordability, for residents of five neighbourhood types previously defined based on population group (or visible minority and broad ethnic origin categories) composition.
Input
This project will require an academic who can work with the NHS-Landing File data --, specifically on Census/NHS geography and neighbourhood typologies—and who has a deep understanding of research completed in this field (as demonstrated by at least ten relevant articles published in academic journals).
The contractor will be provided the necessary data by CIC to conduct this analysis.
This project will require the analyst to work with the NHS-Landing file data.
Expected Outcomes
The social atlas maps, fact sheets and research report will provide an important contribution to CIC understands of the distribution of immigration classes across neighbourhood typologies.
4.1 Tasks:
The requirement is for the contractor to complete the deliverables outlined below in order to better inform our understanding of immigrants living in ethnic enclaves or concentrated areas. The contractor will use data that has only recently been made available through the CIC Landing File – NHS linkage.

5. Minimum essential requirements
Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements:
5.1 Experience
5.1.1 Recently* published papers in peer reviewed journals on the theme related to residential segregation, minority enclaves or minority neighbourhood concentrations.
5.1.2 Recently* worked on at least 5 working papers, publications in non-peer reviewed journals and conference presentations on the topic of residential segregation, minority enclaves or minority neighbourhood concentrations.
5.1.3 Recently* made at least three presentations at international or national conferences on topics involving residential segregation, minority enclaves or minority neighbourhood concentrations.
5.1.4 Recently* used Census/NHS data to complete neighbourhood level analysis.
*Recently means within the last five years
5.2 Knowledge and understanding of:
5.2.1 Extensive knowledge of academic literature involving residential segregation, minority enclaves or minority neighbourhood concentrations.
5.2.2 Extensive knowledge of Census, National Household Survey and the Immigration Landing Data files.
- Extensive knowledge as demonstrated by at least ten articles published in academic journals.
5.3 Academic qualifications
5.3.1 Recently* employed as an assistant or full professor at a Canadian University in the fields of social demography or social geography.
6. Reason for non-competitive award
Dr. Hiebert developed this Canadian neighbourhood typology and has produced previous reports for CIC that have informed the Department’s understanding of enclaves in Canada. His results have been presented in numerous international and national conferences and forums by both Dr. Hiebert and by CIC officials.
Due to the unique qualifications of Dr. Hiebert, the following applies:
Section 6 of the Government Contracts Regulations (Treasury Board Secretariat Contracting Policy, Appendix B)
Section 6 of the Government Contracts Regulation contains four exceptions that permit the contracting authority to set aside the requirement to solicit bids. For the proposed procurement, the following exception applies: (d) only one person is capable of performing the contract.
7. Ownership of Intellectual Property
Without affecting any intellectual property rights or interests therein that have come into being prior to the Contract or that relate to information or data supplied by Canada for purposes of the Contract, all intellectual property rights in anything conceived, developed, reduced to practice or produced as part of the Work under the Contract shall immediately, as soon as they come into existence, vest in and remain the property of the Contractor.
8. Period of the proposed contract
The contract period shall be from date of contract award until May 30th, 2014, deliverables 1-3 will be expected by March 31st, 2014, Deliverable 4 will be expected by May 30th, 2014
9. Estimated value of the proposed contract
The total estimated value of the proposed contract must not exceed $24,826.00 including all applicable taxes.

The closing date and time for accepting Statements of Capabilities is February 24, 2014 at 14:00 hrs CST.
