Hired Fleet has a seasonal requirement for graders during summer to support the maintenance operations for Mobility. The Business Unit needs 1 vendor able to provide, on an as required basis, graders with an operator for the purpose of gravel lanes to remove defects such as rutting, potholes, drainage concerns and general clean up services.
Currently only 7-8 weeks left in the season and Mobility is unable to complete their gravel lane program due to lack of trained operators and inability to get enough trained and operational. Normally the BU would supplement their crews using the RFSO, but the new procurement (24-2014) is currently in evaluation/award. An initial Invitational Quote (IQ) under threshold was issued, but they already depleted the funds in the IQ and still require the service. With delays in the program due to water restrictions, the restarting of the SCU program and training restrictions we are not able to complete the program without additional resources.
