Full description

The Request for Proposals (RFP) is for the provision, implementation, configuration, integration, training, support, and maintenance of a Rights-of-Way Services Integrated Portal (ROWSIP) to replace The City’s existing Calgary Rights-of-Way Management (CROWM) and ePermits systems. The solution will support end-to-end permit management, workflow automation, GIS integration, reporting, inspections, compliance tracking, and customer-facing online services for Rights-of-Way permitting activities.

This RFP is open to all qualified proponents with demonstrated experience in enterprise permit management, licensing, workflow automation, GIS-centric solutions, software implementation, systems integration, and ongoing support services.

Proponents may submit an On-Premise, Cloud/SaaS, or Hybrid solution, or may submit proposals for any combination of these solution types, including all three deployment models. Separate proposal submissions are required for each solution type proposed.

This procurement process is not intended to create, and will not create, a formal legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.
