The City of Lacombe, in partnership with Lacombe County and the Town of Blackfalds, invites proposals from qualified multidisciplinary consulting teams to complete a Regional Recreation Facility Feasibility Assessment. The successful consultant will develop a Council-ready business case evaluating the feasibility of a shared regional recreation facility, including facility amenities, regional location screening, capital and operating financial analysis, governance and cost-sharing models, and a final go/no-go recommendation. This opportunity is intended for firms with expertise in municipal recreation planning, public-sector facilitation, financial modelling, governance, and intermunicipal collaboration.
The scope of work includes seven project phases: (1) initiation and decision framework development; (2) background review and validation of existing recreation plans and supporting data; (3) facility program development and preliminary option evaluation; (4) regional location screening; (5) financial analysis, including Class D capital cost estimates and 25-year operating projections; (6) governance and cost-sharing analysis; and (7) preparation of final reports, Council presentations, and a public-facing summary. The consultant will facilitate structured decision-making through a series of Steering Committee decision gates and Council presentations throughout the project. Proponents are encouraged to propose the methodology they believe will best achieve the required outcomes within the available project budget and may identify optional services separately from the fixed-fee assignment. Proposal submissions must comply with the requirements outlined in Sections 6 and 7, including submission in PDF format, mandatory appendices, fixed-fee pricing, and electronic submission before the closing date and time.
