1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Parks Canada, Ontario Waterways Field Unit requires the supply and delivery of ten (10) water level monitoring shaft encoders and associated accessories (i.e. wheel, float, counterweight, and end hook set) to be deployed across the Trent-Severn Waterway and Rideau Canal in pre-existing station enclosures. The shaft encoders will be used to measure water level at multiple locations and in some cases be used to estimate stream flow based on a stage discharge curve. The shaft encoders will be employed on a year round basis and the collected data will be used for optimizing dam operations on the large watersheds of Trent-Severn Waterway and Rideau Canal. The equipment required for this application needs to be high-precision and low-maintenance. The collected data from these devices is critical for day to day water management operations including severe events such as droughts and flood events.

[M3] The instrument must have the mounting foot print not less and close to 5.74 inches wide by 3 inches depth and the wheel shaft not shorter than 2.2 inches.
[M4] The instrument must have double bearing design that supports 10 lbs. or more on the shaft.
[M5] The instrument must allow for 400 or more increments in one standard 5/16 in. diameter input shaft rotation.
[M6] The instrument must a low starting torque of 0.25 ounce/inch or less.
[M7] The instrument must be able to operate with less than 2.5mA from a 12VDC supply and maintain a minimum of 2.5 rev/sec. The supply must have input voltage of 7 to 16 VDC over voltage and reverse voltage/polarity protected.
[M8} The instrument must have an internal back-up battery that can be accessed externally; standard AA battery or similar.
[M9] The instrument must have a built in LCD display.
[M10] The instrument must display digital value and wheel rotation for Clock Wise or Counter Clock Wise options, and user-specified water level value settings.
