Advance Contract Award Notice (ACAN)An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirementThe Department of National Defence (DND) has a requirement for a single radiological contamination meter.
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
The equipment must be hand-held (one hand) and weigh no more than 0.65kg;
The equipment must detect alpha radiation, beta radiation and gamma radiation, simultaneously, without the use of separate probes or attachments;
The equipment must use a T-1190 pancake GM tube (to be compatible with the current fleet);
The equipment must have an internal speaker which emits “chirps” proportional to the field;
The equipment must have a detection window of at least 4.5 cm diameter;
The equipment must have a handle ensuring the operator’s hand cannot partially or fully obscure the detection window;
The equipment must possess feet that allow the unit to be slid along a flat surface, holding the detector window at a constant distance from the surface, while preventing contamination of the window;
There must be an anti-saturation circuit that prevents the display for zeroing in high fields (up to 1 Sv/hr);
The equipment must be ruggedized (with the exception of the alpha/beta window), such that:
Operate within specification over a temperature range of -20°C to +55°C.
Possess an IP rating of no less than IP64.
The equipment must be currently commercially and readily available;
The equipment must be powered from an internal battery (or batteries);
Battery life must be greater than 90 hours under normal conditions:
Non-alarming,
Powered on.
There must be a battery test feature allowing on-scale display;
The equipment must have a simple analogue (dial or gauge) interface, which clearly displays SI units (uSv/hr and CPS);
Note that requirements will be verified through either Demonstration, Test Report, or Certifications as determined by the Department of National Defence (DND).
