Public Works and Government Services Canada (PWGSC) Pacific
Region, National Center of Expertise (NCOE) for Public Private
Partnerships (P3) Development and Advisory Services requires
expert consulting services in the area of alternative delivery
options for procurement of real property assets and services,
these options may involve the use of Public Private Partnerships
(P3) methodologies. Work includes the planning and
implementation of P3 projects on a range of asset types and
project capital costs, and may include, but is not limited to,
projects involving commercial real estate, government housing,
corrections/policing, utilities and transportation. Consulting
advice is also sought for Alternative Service Delivery (ASD),
which entails the pursuit of new organizational forms and
business arrangements, including partnerships with other levels
of government and other sectors, in order to improve delivery of
programs and services. Work may include, but is not limited to,
the formation of partnerships between the public and private
sector to provide services in areas such as document storage,
energy distribution, and information management. The consultant
must maintain expertise in the delivery of projects across these
fields. Work will involve projects in all regions of Canada.
Given the context provided above, Work will include support in
the areas of assessment, planning and delivery of projects using
alternative procurement methodologies versus traditional Design
Build (DB). These projects primarily include, but are not
limited to, variations of what is termed a Public-Private
Partnership (P3) business relationship which embraces a
procurement model like DBFM or DBFOM [design (D), build (B),
finance (F), operate (O), and maintain (M)] but also could
include variations such as DBOM, DBM, DBO and FDB.
Work will be detailed in the specific Request for Proposals
issued. The period of the supply arrangement will be from the
date of issuance until 30 January 2014, with an optional
one-year extension ending on January 30, 2015. The total
estimated utilization of all the supply arrangements combined is
forecasted at up to $15,000,000.00 for the three period from
2012 until 2015.
Consulting service requirements under $1,000,000 will be handled
by call-up pursuant to P3 Advisory Services Standing Offer, No.
EZ899-101878. Consulting service requirements above $1,000,000
and, at Canada's discretion, complex consulting service
requirements under $1,000,000, will be handled by contracts
pursuant to this Supply Arrangement.
There is a security requirement associated with this
requirement. For additional information, consult Part 4 -
Evaluation Procedures and Basis of Selection, and Part 6A -

procurement, if, under any resulting Contract, the Contractor
