Description of Work:
Global Affairs Canada (GAC) has completed a project to upgrade and enhance the Chancery Electronic Security System (CESS) deployed globally at embassies, consulates, high commissions and trade offices that replaced the aging Intrusion Detection and Access Control System (IDACS). The CESS program also includes the replacement of remaining instances of the aging Intrusion Detection and Access Control System (IDACS) still deployed globally at embassies, consulates, high commissions and trade offices with the Chancery Electronic Security System (CESS). Previously, the project’s focus was on implementing the new system at missions abroad following a very aggressive implementation. With most of the initial implementations having been completed at sites that had the old Hirsch/Velocity technology, the focus now shifts to developing supporting documentation/processes/procedures particularly for the non-technical audience (clients, users, business lines) and to identify an upgrade path for the old, smaller, sites that have the SL-24 technology. This technology is at end of life and is difficult to procure now. Also, the processes for ongoing upgrades and cyclical replacement for CESS need to be developed.
The purpose of this activity is to develop and support the plan to implement the next phases, as described above, of the Chancery Electronic Security System program at sites where CESS is implemented and to develop the system architecture strategy for locations where the CESS is still not implemented. It also includes the development of an integration strategy and process for merging CESS with domestic IDACS implementations, development and coordination of internal project management documentation and processes, coordination and development of CESS operator documentation and processes, roll-out support of remaining of site installations and ongoing project management support.
