Advance Contract Award Notice - (ACAN) – 17-22003
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

Operate and control a free running icebreaker model, under various ice regimes and propulsion configurations.
Complete a detailed report, of the ice operational capabilities and/or limitations of each form and propulsion configurations.
The contractor will be required to participate in and attend 25 or more ice tests, offer pre-test consultation, and provide detailed reports summarizing success factors.

Only one person is capable of satisfying the requirement for technical reasons, the services can be supplied only by a particular supplier and where no reasonable alternative or substitute exists.
