ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
DEFINITION OF THE REQUIREMENT
- The Department of National Research Council of Canada has a requirement for the supply of 1 10X Genomics Chromium Single Cell Controller & Accessory Kit.
- The product must comply with the following performance criteria.
The National Research Council of Canada (NRC) has a requirement to expand its current high-throughput sequencing capacity to include single cell sequencing. This expansion will enhance our capability in several applications, including the identification of gene expression profile and homogeneity of the universal stem cells and functional CAR-T cells created through CRISPER technology, for cell replacement in CNS diseases and cancer treatment, respectively. This will also improve the understanding of B cell profile during monoclonal antibody production, which will result in an increase of the value of antibodies and would increase the chances of successful transfer of those antibodies to the industries.
To achieve this specific capacity, the NRC requires a 10X Genomics Chromium Single Cell Controller & Accessory Kit.
CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements.
For interchangeability with the client’s existing systems and equipment, that is NRC’s in house NEXT-Seq sequencer and chemistry, the following requirements must be met in order to perform their research projects using superior quality technology:
- This product’s capture efficiency must meet a minimum requirement of 60 percent.
- The cost of cell capture to library must not exceed $0.15 to $1.50 (maximum) per cell approach.
- The proposed system for single cell RNA-seq and its associated reagents must offer various unique applications, including immune profiling for T and B cells, CNV, Feature barcoding and ATAC-Seq.
- Provide stand-alone, turn-key analysis pipelines and visualization software for novice and expert users alike
APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT
This procurement is subject to the following trade agreement(s) :
- Canadian Free Trade Agreement (CFTA)

According to the client’s research, this product offers 65 percent capture efficiency which surpasses the minimum requirement of 60 percent.
In addition to single cell RNA-seq, the Chromium Single Cell Controller system and its associated reagents offer various unique applications, including immune profiling for T and B cells, CNV, Feature barcoding and ATAC-Seq.
Provide stand-alone, turn-key analysis pipelines and visualization software for novice and expert users alike.
The current sole source proposal is predicated on the requirement to enhance capability and throughput.
This item is purchased as an add-on to an existing system that belongs to 10x Genomics who has exclusive intellectual property rights to that system, and is being purchased for conformancy reasons.
