ADVANCED CONTRACT AWARD NOTICE (ACAN)
FUMEHOOD ALARMS – SIR FREDERICK BANTING BUILDING, TUNNEY’S PASTURE, OTTAWA, ON K1A 0K9

SOLICITATION NUMBER: 1000155002

1. The purpose and explanation of an ACAN

An Advance Contract Award Notice (ACAN) allows Health Canada contracting authorities to post a notice on Buy and Sell, for no less than fifteen (15) calendar days, indicating to the supplier community that a good, service or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

2. Rights of suppliers

Suppliers who believe they are fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes.

3. Proposed Contractor

Siemens Canada Limited
Building Technologies Division
2435 Holly Lane
Ottawa, Ontario K1V 7P2

4. Definition of Requirements or Expected Results

4.1 The Contractor will supply, install and commission 145 Fume hood Alarms, connect and program into the existing Siemens Building Automated System (BAS).

The Contractor will install an alarm at each hood in the laboratories. The alarm will be electrically powered and programmed into the existing BAS. This will allow the user to know of any problems with the flow within the hood as an audible alarm will sound. At the same time, there will be an alarm sounded within the building technicians’ control room via the Siemens CPU. This will allow the technicians to address the problem immediately and take corrective action as required.

The work will include:

a) Installing an alarm on each fume hood in the building
b) All electrical work and network wiring;
c) No other materials and/or services, not specifically listed herein, are implied or included;
d) All installation will be completed during daytime weekday hours, Monday to Friday (8:00 a.m. to 4:30 p.m.)

All of the above does NOT include any balancing.

5. Minimum requirements

Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements:

5.1 Must have the Intellectual Proprietary rights to the Building Automation System (BAS) Software and Firmware.

5.2 Must have the programming logic that is specifically required.

5.3 All equipment must be supplied, installed and commissioned for warranty purposes.

6. Reason for non-competitive award

In accordance with the Government Contracts Regulations (GCR), the following request falls under exception Section 6d. of the GCR’s, which stipulates that only one person or contractor is capable of performing the contract.

As the manufacturer of the Siemens Building Automation System (BAS) at SFB, Siemens holds the proprietary rights to the software and firmware and the associated Intellectual Property. Siemens provides all the associated service relative to the system functionality.

The programming logic is specific to Siemens. Tying in the VFDs to the existing Siemens system is completed using this logic.

Specific to this project, all equipment must be supplied, installed and commissioned by Siemens for warranty purposes.

7. Applicable trade agreements and justification for limited tendering or the Procurement Strategy for Aboriginal Business

This procurement is subject to the Agreement on Internal Trade (AIT) and North American Free Trade Agreement (NAFTA).
