1. BID SOLICITATION PROCESS
The services are being requested under the TBIPS Supply Arrangement (SA) #EN578-170432/B. Only SA holders have been invited to present a bid by email.
Suppliers may not submit a proposal in response to a solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system.
In no circumstance will such an invitation require Canada to extend a bid closing date. Where additional invitations are made during the solicitation process, they may not be reflected in a bid solicitation amendment.
2. REQUIREMENT
The Department of Canadian Heritage (PCH) is seeking expertise to offer support in maintenance and development of its web applications and sites, in defining application architecture, in testing and in database management, on an as and when required basis. The work will be authorized through the issuance of Task authorizations (TA). The work is to be performed in English.
There are 5 different categories of resources required under this contract. One resource is required per category. The Bidder may not propose the same resource for multiple categories. Here are the 5 categories, all of them are level of expertise 2:
A.7 Programmer/Analyst
A.11 Tester
A.12 Web Architect
A.14 Web Developer

2.1 CONTRACT PERIOD
The period of the Contract is from April 1, 2021 to March 31, 2022, with 4 additional one-year option periods.
2.2 TRADE AGREEMENTS
The requirement is subject to the Canadian Free Trade Agreement (CFTA), the Canada-Korea Free Trade Agreement (CKFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the World Trade Organization –Government Procurement Agreement (WTO-GPA), and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
2.3 SECURITY REQUIREMENTS

3. DEBRIEFINGS
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
4. LANGUAGES
This PCH office provides procurement services to the public in their official languages.
