NOTIFICATION OF PLANNED PROCUREMENT (NPP)
The Canadian Program for Learning English and French as Second languages
Solicitation number: C1111-160782/C
1. Background
a) A Request for Information (RFI) (C1111160782/A) was issued in December 2016. The main goals of this RFI was to determine the interest and capacity of suppliers and respondents to provide services for a mobile application.
b) A Letter of Interest (LOI) (C1111160782/B) was issued in September 2018. The exercise of this LOI aimed to obtain comments from the industry and other participants in order to better identify our requirements and to determine whether they are realistic or need adjusting or customization/configuration.
2. Purpose of the NPP
This NPP is issued to inform industry that Public Services and Procurement Canada (PSPC) intendeds to publish a Request for Proposal (RFP) on behalf of Canadian Heritage Canada (PCH) for a specific solicitation time period of 24 days in the beginning of December 2018.
3. Description of the Requirement
The RFP will be issued to satisfy the requirement of PCH (the "Client") for a Canadian Program for Learning English and French as Second Languages Solution (the "Solution"). It is intended to result in the award of a Contract for 2 years from software acceptance, plus 4 one-year irrevocable options allowing Canada to extend the term of the Contract. While Canada intends to issue a contract(s) of a specific duration for the Solution, Canada reserves the right to continue to contract for and leverage this Solution for as long as it makes business sense for Canada to do so. Canada also expects that this type of Solution will evolve with time and technology, including incorporation of functionality or technology that isn’t currently part of the requirement. Canada reserves to right to consider these evolutionary functionality or technology to be part of the ongoing scope of the work being done under the contract, subject to Canada’s approval.
4. Overview of the Project
The Government of Canada is seeking a fully hosted Solution: the Contractor will provide the hosting site, ensure learner data security, make the Solution available to learners in Canada only, provide technical support to the Client, update the educational content on a regular basis, and update the interface and functionalities according to technological developments throughout the duration of the Contract. The required Solution may be comprised of any combination of commercial-off-the-shelf software (COTS), Pre-Existing software or custom software required for the Solution to operate at all times in accordance with the Statement of Work in the RFP. The Solution must be offered as a Software as a Service Solution (SaaS) and must include a 12-month warranty, Solution maintenance and support, and Solution Documentation. Training and Professional services must also be provided, if requested.
5. Overview of Anticipated RFP Process
The RFP process will follow an agile procurement approach in order to encourage more effective collaboration with vendors. Being agile means approaching projects in small Phases at a fast pace, while assessing and addressing challenges along the way. Canada currently anticipates that the procurement process will be conducted in the following agile procurement phases:
a) RFP (Phase 1): The RFP will be issued for a solicitation period of 24 days through the Government Electronic Tendering Service to satisfy the requirement of Canadian Heritage Canada (the "Client") for a Canadian Program for Learning English and French as Second Languages Solution (the "Solution").
b) Evaluate proposals to determine up to 3 top ranked Bidder(s) (Phase 2): Bids will be assessed in accordance with the entire requirements of the RFP. Bids will be evaluated based on the Technical and Financial evaluation criteria identified in the RFP, and ranked accordingly. The 3 top ranked Bidders will be recommended for the Capability and Usability Evaluation (CUE).
c) Award Contracts up to 3 top ranked Bidders to produce Solution prototypes (Phase 3): Based on the results of the Technical and Financial evaluation, Canada will award Contracts to the 3 top ranked Bidders for an estimated amount of $25,000.00, applicable taxes excluded. These Contracts will cover a period of 6 weeks, and will require that the top 3 ranked Bidders develop a prototype in accordance with the parameters of the CUE, for evaluation in accordance with the evaluation criteria for the CUE as defined in the RFP.
d) Conduct a Capability and Usability Evaluation CUE (Phase 4): Upon completion of the 6 week period, an evaluation of the Solution prototypes will be conducted in accordance with the evaluation criteria for the CUE defined in the RFP. The evaluation team will be comprised of experts from PCH as well as potential Learners. The evaluation team may also be comprised of other experts, internal or external to the Government of Canada.
e) Award Contract (Phase 5): The Contractor who obtains the highest combined rating of Technical Merit, Price, and CUE will be recommended for the award of a Contract for the entirety of the requirements of the Contract, including the Statement of Work. Although it is Canada’s intent to award one Contract for the Work, Contracts may be awarded to the other Bidders who participated in the CUE for all or a portion of the Work if it is determined that this would best meet the needs of the Client.
