Purpose of sharing this information:
The Government of Canada is committed to reconciliation and meaningful engagement with Indigenous Businesses and Peoples.
Public Services and Procurement Canada (PSPC) is committed to creating more opportunities for Indigenous businesses and have set a minimum 5% target of federal contracts being awarded to businesses owned and led by Indigenous people.
There is a significant project being proposed in St. John’s, Newfoundland and Labrador (NL) that will include an Indigenous Participation Plan (IPP) which will help Canada meet or exceed the 5% commitment.
Tools, such as IPP’s, will be developed to help create opportunities and to assist in building relationships with the Indigenous community. The project proposed in St. John’s will consist of a design phase and construction phase that are planned to be tendered separately. The Request For Proposals (RFP) for the design aspect will be posted early in the 2022 calendar year. An IPP will be part of that tender package. The IPP will consist of 4 pillars:
1. On-the-job training / skills development and apprenticeship.
2. Human resources (e.g. direct or indirect employment to indigenous people).
3. Business plan (e.g. commitment of offer goods/services/sub-contracting from Indigenous Firms).
4. Innovative approaches (e.g. original ideas, career events, bursaries, etc).
This is not a bid solicitation, it is for sharing information. This RFI will not result in the award of any contract.
By sharing this information ahead of the RFP we hope to make potential bidders aware of this significant project as well as the federal governments approach on upcoming contracts as it relates to IPPs. The formal RFP for the design work, subject to change, is anticipated to be posted in early 2022.
