1. Requirement Summary
By means of this RFSO, Public Safety Canada (PS) is seeking offers to provide on an “as and when required” basis, workshop delivery to Aboriginal Communities on the Moving Towards a Stronger Future Program
Canada requires resources across the country. Resources will be organized according to their region.. A Bidder may propose more than one resource for the Work under this requirement. Canada will rank all proposed resources according to basis of selection identified in Part 4. See Annex A, Statement of Work for detailed statement of work.

The resulting Standing Offer Agreements will be for a period of approximately five years
*Qualified Resources residing in the National Capital Region will be ranked in the Ontario regions as well as the Quebec region separately. Subsequently, the resource may qualify in both Regions.
2. Objective
This standing offer will enable a coordinated mobilization workshop delivery approach that would ensure that each community is committed to their community development process prior to engaging in the development of community safety plans. The contract would then offer mentoring and coaching support to the community in applying the workshop activities and lessons toward developing their community safety plans.
The mobilization workshop is designed to be adaptable to the community’s level of readiness and aspiration. To adjust more readily to the community’s existing development process and to allow for a building block approach, the workshop content could be delivered in separate 2-3 day sessions. Trained facilitators would be working with the community to create a workshop delivery model that respects both the community’s aspirations and constraints.

This procurement is set aside under the federal government's Procurement Strategy for Aboriginal Business .
This procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses
Further to Article 1802 of the Agreement on Internal Trade (AIT), AIT does not apply to this procurement.”

4.1 Period of the Standing Offer
The period for making call-ups against the Standing Offer is from the date of standing offer award to March 31st 2020
