Request for Information
Statement of Work for a Supervision Framework Implementation: Creation of Processes, Procedures and Online Supervision Manual.
For
The Financial Consumer Agency of Canada
Part 1 – INTRODUCTION
A request for Information (RFI) is used when detailed information and feedback are required from suppliers. Such requests might outline a potential requirement and request suppliers to describe their ability to satisfy the requirement and to provide ideas and suggestions on how the eventual solicitation might be structured. Responses are used to assist the Financial Consumer Agency of Canada in finalizing our plans for the requirement and in developing objectives and deliverables.
The main objectives of the RFI allow suppliers to:
Assess and comment on the adequacy and clarity of the requirements as currently expressed;
Offer suggestions regarding potential alternative solutions that would meet requirements, such as solution with a lower environmental impact.
Provide information to assist the FCAC to determine whether to proceed with requirements/strategy as planned, and if so, further developing internal planning, approval and solicitation documents that may potentially lead to a solicitation;
Refine the procurement strategy, project structure, cost estimate, timelines, requirements definition, and other aspects of the requirement;
Become a more “informed buyer” with an enhanced understanding of industry goods and service offerings in the areas of interest; and
Assess potential alternative solution concepts that would meet its requirement, such as environmentally preferable solutions.
This is not a bid solicitation. A contract will not result from this activity.
This RFI will not necessarily result in any procurement action. This RFI is for informational purposes only and does not constitute a commitment by Canada. Responses to this RFI will not constitute a commitment from the industry provider. Canada will not reimburse expenses incurred for the preparation of responses to this RFI.
Confidentiality
All information obtained with this RFI is treated as confidential and protected under the Privacy Act and Access to Information Act.
Part 2 – SUPPLIER INSTRUCTIONS
Preparation of Considerations for FCAC-ACFC
By proceeding with an RFI stage, FCAC is seeking to obtain specific clarifications from potential bidders.
We will ask bidders to provide in writing via email to the contracting authority, specific areas for FCAC to consider as we refine our SOW.
Areas to focus on are:
1.TASK AUTHORIZATION PROCESS
We are soliciting feedback on the most reasonable and efficient amount of turnaround (e.g. from the time a task authorization is issued to resource resume submitted). FCAC would like to obtain feedback on the task authorization turnaround times that vendors could adhere to. (e.g. 48 hours vs 5 days to submit a pre-qualified resources)
ONLINE SUPERVISION MANUAL
We are soliciting feedback on the recommended sequence of events for designing and building the online manual. When should we begin designing and developing the online supervision manual that will incorporate and interlink our new policies, processes, procedures and all other related supporting documents (i.e. begin this work after the processes and procedures are complete or design and build it in parallel with the creation of the processes and procedures) .
3.REQUIRED RESOURCES OR TYPES OF ROLES TO BE PERFORMED
FCAC requests feedback or suggestions on the professional services categories under TSPS (or the best mix of various resources using any or all of the TSPS streams) that would be most beneficial in accomplishing the overall scope of the SOW.
We also ask bidders to provide additional information regarding those suggested categories such as: levels of proficiency, education, years of experience and relevant certifications for each resource category.
SECONDARY CONTRACTOR TRIGGER
FCAC is considering establishing a primary and secondary contractor. FCAC request feedback on what should be considered with this approach and what circumstances/criteria should be considered for FCAC to consider calling upon the secondary bidder?
OTHER
FCAC welcomes feedback on suggested evaluation criteria and any other sections in the SOW including, how FCAC can be made aware early in the process of potential conflict of interests and/or suggested wording changes in the SOW that will better describe tasks (i.e. implement a task vs assist FCAC in implementing a task).
