REQUEST FOR INFORMATION (RFI)
NCR MODERNIZATION OF ELEVATORS AND SUBSEQUENT MAINTENANCE
SERVICES
PROJECTS
PUBLIC WORKS AND GOVERNMENT SERVICES CANADA (PWGSC)
A.1 Background of this RFI
PWGSC is committed to develop and implement strategies and
initiatives that meet the acquisition requirements and
expectations of clients departments. The goods and services
managed and acquired are diverse and include the management of
real property contracts. PWGSC procures services for
modernization and subsequent maintenance of elevators in federal
buildings.
The modernization of elevators requires contractors/suppliers to
furnish all necessary tools and labour to fit-up the elevators
to comply with current code requirements and up to date
equipment standards.
The Maintenance Services requires contractors/suppliers to
furnish all necessary tools and labour to maintain, inspect,
test and provide software updates and/or upgrades and service
the elevating devices.
When modernization of elevating devices is required, PWGSC will
regularly combine both modernization and maintenance services
into one Request for Proposals.
For the last several months, PWGSC has noticed varying degrees
of interest from the industry and higher than anticipated bid
prices for federal government opportunities in the National
Capital Region (NCR) for Modernization of Elevators and
subsequent Maintenance Contracts and wants to understand why.
PWGSC is currently gathering information from the Industry to
improve their procurement strategies and practices for future
requirements.
A.2 Purpose of this RFI
This RFI is to request suppliers to provide answers to attached
questions and also comments to allow Canada to develop a
strategy that responds to the needs of client departments,
existing and potential suppliers, as well as all Canadians.
A.3 Nature of a Request for Information
This is not a bid solicitation. This RFI will not result in the
award of any contract. As a result, potential suppliers of any
goods or services described in this RFI should not reserve stock
or facilities, nor allocate resources, as a result of any
information contained in this RFI. Nor will this RFI result in
the creation of any source list. Therefore, whether or not any
potential supplier responds to this RFI will not preclude that
supplier from participating in any future procurement. Also, the
procurement of any of the goods and services described in this
RFI will not necessarily follow this RFI. This RFI is simply
intended to solicit feedback from industry with respect to the
matters described in this RFI.
A.4 Response Costs
Canada will not reimburse any respondent for expenses incurred
in responding to this RFI.
A.5 Treatment of Responses
Responses will not be formally evaluated. However, all responses
received by the RFI closing date will be reviewed by Canada.
Because this is not a bid solicitation, Canada will not
necessarily respond to enquiries in writing or by circulating
answers to all respondents.
A.6 Confidentiality
Respondents should mark any portions of their
response that they consider proprietary or
confidential. Canada will treat those portions of the
responses as confidential to the extent
permitted by the Access to Information Act.
