Request for Information for raft / pontoon

1. Introduction

1.1 The Department of National Defence (DND) has a requirement to acquire a raft/pontoon solution to transport materiel from the Joint Support Ship at sea to the shore.

1.2 This Request for Information (RFI) is an opportunity for Canada to determine supplier interest for this requirement and for suppliers to comment on the proposed requirement. Suppliers may be invited to a one-on-one session following their review of draft documentation related
to the requirement; if applicable, the one-on-ones may be held after
RFI closing. The main objective is for Canada to seek industry input
to assist in:

a. Becoming a more informed buyer with an enhanced understanding of industry offerings;

b. Obtaining rough order of magnitude estimates for budget purposes;
and

c. Assessing potential alternative support solution concepts for DND that would meet its requirement.

2. Important Notes to Interested Respondents

2.1Respondents should note that this RFI is not a pre-selection process. There will be no short listing of firms for purposes of undertaking any future works, as a result of this RFI. Similarly, participation in this process is not a condition or prerequisite for participation in an eventual Request for Proposal (RFP).

2.2 This RFI is neither a Call for Tenders, nor an RFP, and no agreem
ent or contract will be entered into with any contractor, based on responses to this RFI. The issuance of this RFI is not to be considered in
any way as a commitment by Canada, or as authority for the respondent to undertake any work which could be charged to Canada, nor is this RFI to
be considered a commitment to issue eventual RFPs or award eventual contracts in relation to this project.

2.3 Canada shall not be bound by anything stated in this RFI. Canada reserves the right to change all or any parts of this RFI as deemed necessary.

2.4 Potential respondents are advised that any information submitted to Ca
nada in response to this RFI may be used by Canada in the development
of a subsequent competitive RFP. As such, respondents responding to
this RFI should identify any submitted information that is to be considered as either company confidential or proprietary.

2.5 No payment will be made for costs incurred in the preparation and submission of any information in response to the RFI. Costs associated with preparing and submitting information, as well as any costs incu
rred by the supplier associated with the evaluation of the information,
is the sole responsibility of the supplier.

3. Background

3.1 The Royal Canadian Navy (RCN) will be using the solution to transport materiel to support operations ashore where geographic and/or in
frastructure impediments may prevent the Joint Support Ships from directly supporting operations ashore. Canada anticipates that each of the two (2), possibly three (3) ships and two (2) naval bases (one on each coast) will require the solution. To that end, the Department of National Defence seeks the input of suppliers of flexible modular raft/pontoon-type systems.

4. Requirements

4.1 The solution should meet the following requirements:

a) Have the capability to carry/float, once assembled in a raft configuration, a minimum of 50 tonnes of various sizes and types of payload;

b) Be self-propelled and able to operate in sea states of up to 1.5m wave height while maintaining a speed of 5 knots or more;

c) Be able to operate day and night at air temperature ranges of -25C to + 4
0C;

d) Be able to withstand above-deck environmental exposure to maritime environment under a variety of weather conditions and extreme sea states;

e) Be a flexible system configurable into a floating jetty anchored to the shore or any other useful application to meet requirements;

f) Each module be no larger than the footprint of an ISO shipping container with a maximum individual weight of 5 tonnes;

g) Each module be stackable up to three high in a self-locking arrangement as they will be transported and secured together on the deck
of a RCN Joint Support Ship;

h) The modules must have anchoring points for securing on the ship deck
when not in use;

i) Each module must have crane lifting points to be lowered down to the
water;

j) Have a securing arrangement that permits connection/construction of
the modules in the water alongside the ship in a sea state of up to .5 meter wave height;

k) The modules should be configurable to accept various accessories
such as bollards, cleats, guardrails or navigations lights;

l) A sheltered wheelhouse payload should easily secure to the modules for the crew to operate the propulsion units;

m) The bow section should have a configurable ramp system to enable facilitated entry and exit of wheeled vehicle such as a ruggedized Twenty Foot Equivalent (TEU) loader; and

n) Have operating instructions and training manuals.
