Requirement:
The automated density meter is required to support Environment Canada’s mandate to enforce various Federal Fuels Regulations. Density measurements are a necessary pre-requisite for analyzing for sulfur in fuels by Oxidation (Combustion) and Ultraviolet Fluorescence detection (ASTM Method D5453-16). This is a prescribed method in various Regulations in CEPA, such as Sulfur in Diesel Fuel Regulations, Sulfur in Gasoline Regulations, Renewable Fuels Regulations, etc.
Pacific and Yukon Laboratory for Environmental Testing (PYLET) - Environment & Climate Change Canada (ECCC), 2645 Dollarton Hwy., North Vancouver, BC, require the supply, delivery, installation and onsite training of one Density Meter complete with an auto-sampler, software and various consumables.
1. Has the capability of minimizing interference (i.e. bubble). The system must be capable of allowing very slow sample pump to U-tube fuel transfer, which minimizes bubble formation, as well as allows the operator to visually inspect the oscillating U-Tube for the presence of bubbles. The software must be capable of automatically take multiple measurements and calculate the standard deviation in measurements, which will tell the operator whether the measurements were influenced by bubbles or not. Bubbles originate from samples of diverse matrices (e.g. gasoline, diesel, kerosene, biodiesel, jet fuel, gasoline blends, etc.) and introduce errors in density measurements.
2. Is an automated system that automatically rinses and cleans the measuring cell with a solvent and dries the cell between samples, thus avoiding carry-over or contamination from sample to sample. The rinsing and drying is a necessary step to ensure that there are no sample carryover or cross contamination from sample to sample.
3. Has local service engineer available for immediate on-site visit within 48 hours, for urgent repairs. This is mandatory, as samples are Regulatory in nature and it is essential to have the system up and running at all times to support our Enforcement group’s requirements.
