Full description

An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service Canada has a requirement to provide a viable and balanced CATV signal to each of the facilities located in the Pacific Region.
The work will involve the following:
1.1 Objectives:
To provide Cablevision services to various Federal Correctional facilities located in the lower mainland and Vancouver Island.
1.2 Tasks:
The Contractor agrees to provide a viable and balanced CATV signal of the headend of each of the Institutions located in the Pacific Region.
The service must be able to be provided using the current installed CATV coaxial or fibre infrastructure.
All equipment supplied by the Contractor must be serviced, maintained and remain the sole responsibility of the Contractor during the term of the contract.
Maintenance of all coaxial cable wiring connections throughout the institution will be the responsibility of the respective institutions, not the Contractor.
Canada’s liability under this contract shall be limited to that which arises from the Cable Services provided. Service interruptions caused by an act or omission of Canada past the Contractors equipment shall not affect or suspend Canada’s obligations to pay the rates set out in the contract.
The outlets will be adjusted annually, in September of each year, based on the annual average population count. The number of outlets will remain constant unless the inmate population fluctuates by 10% or more.
Shared Accommodation cells will be considered as one outlet for the purpose of this agreement. A shared accommodation cell is defined as a cell that is designed to house two inmates.
The number of outlets is subject to increase (additions) or decrease (deletions) at each of the Institutions. The Correctional Service of Canada will provide a written notice to the Contractor of the increase or decrease. The additions and/or deletions must be effective the 1st day of the following month.
The Contractor agrees to a 10% discount on the number of outlets, per site.
The Contract may be amended from time to time through a formal contract amendment to reflect any changes in the number of outlets (upward or downward).
The Contractor must provide Option 4: the Classic Cable + Movie package.
The channel line-up can be changed in September of each year.
The Contractor must provide a minimum of sixty-four (64) channels.
The Contractor will notify The Correctional Service of Canada of any channel re-branding, in writing. Suitable alternatives will be offered to the channel line-up.
Response to service calls, initiated by The Correctional Service of Canada Technical Authority, must be no more than one (1) hour from the time of the telephone call. Arrival of the Contractor’s service personnel on site must be no more than four (4) hours for a full-scale outage, and twenty-four (24) hours outside of a full-scale outage, from the time of the request unless otherwise agreed upon.
The Contractor will test the Vecima system and signal strength two (2) times a year. Recommendations will be made to The Correctional Service of Canada on how the sites can increase signal strength issues, beyond the Contractors control.
The Contractor agrees that, in the period leading up to the end of the Contract Period, it will make all reasonable efforts to assist Canada in the transition from the Contract to a new contract with another supplier. The Contractor agrees that there will be no charge for these services.
1.3 Expected results:
A quality cable connection using existing infrastructure.
All Vecima equipment will be provided by Shaw as required.
There will not be any possibility of accessing the internet with any of the equipment installed.
1.4 Deliverables:
