NOTICE OF PROPOSED PROCUREMENT
The Department of National defence requires the services of two
(2) Senior Life Cycle Management Specialists manage the life
cycle management of the Land Tactical Communication equipment
hardware and software in the Land Forces. A large part of this
function entails engineering and technical support of the Land
Command Support System (LCSS) and equipment used in the land
tactical environment. The LCSS is defined as the radios, the
telephones and switchboards, Tactical Navigation receivers, the
Tactical Network and Iris sub-system computer network, the
semi-rugged Commercial off the shelf (COTS) laptops and tablet
Personal Computers (PC) and software installed in Land Combat
vehicles.
The services required are being solicited under Stream 5 -
Technical Support Services of the Technical, Engineering and
Maintenance Services Supply Arrangement (TEMS SA) .
The period of the Contract is for one (1) year from the date of
Contract, with four (4) additional one (1) year option periods.
The requirement described herein is open only to PWGSC Technical
Engineering and Maintenance Services (TEMS) Suppliers who are
compliant in the following TEMS SA Streams:

A bid must comply with the requirements of the bid solicitation
and meet all mandatory evaluation criteria to be declared
responsive.
The responsive bid with the lowest evaluated price will be
recommended for award of a contract.
Before award of a contract, the following conditions must be met:
the Bidder must hold a valid organization security clearance as
indicated in Part 7 - Resulting Contract Clauses;
the Bidder's proposed individuals requiring access to classified
or protected information, assets or sensitive work site(s) must
meet the security requirement as indicated in Part 7 - Resulting
Contract Clauses; and
the Bidder must provide the name of all individuals who will
require access to classified or protected information, assets or
sensitive work sites.
Bidders are reminded to obtain the required security clearance
promptly. Any delay in the award of a contract to allow the
successful bidder to obtain the required clearance will be at
the entire discretion of the Contracting Authority.
