Trade Agreement: Canadian Free Trade Agreement (CFTA)
Tendering Procedures: The bidder must supply Canadian goods and/or services
Competitive Procurement Strategy: Best Overall Proposal
Comprehensive Land Claim Agreement: No
Nature of Requirements:
1. TITLE:
DEVELOPMENT OF AN EFFECTIVE MRNA-BASED AFRICAN SWINE FEVER VACCINE THAT CAN DIFFERENTIATE VACCINATED FROM INFECTED ANIMALS
2. SECURITY:
There is no security requirement associated with the requirement.
3. REQUIREMENT:
The Canadian Food Inspection Agency has a requirement for the Development of an effective mRNA-based African swine fever vaccine that can differentiate vaccinated from infected animals.
African swine fever (ASF) is a highly-fatal, hemorrhagic viral disease that affects members of the Suidae family. Currently, there is no commercially effective vaccine or treatment for ASF and therefore it can have devastating consequences for swine industry in ASF free countries due to high mortality and trade restrictions.
Currently the most effective experimental vaccines for ASF are live attenuated vaccines. Multiple different live attenuated vaccines have been demonstrated to provide protection against ASF. Despite their ability to elicit protective immunity, these vaccines suffer from several drawbacks. Messenger RNA (mRNA) based vaccines have been able to elicit protective immunity consisting of both antibody and cellular immunity in both humans and pigs.
mRNA vaccines can be generated in three different forms; conventional, self-amplifying or trans-amplifying. In order to decide the best form of mRNA vaccine that will work in pigs, we will first express the highly immunogenic ASFV protein p72. Antibodies to ASFV p72 will be measured using serological assays (ELISA).
Objective: In this study we propose to generate an mRNA vaccine which express 15 different antigens of ASFV, and test them in vaccination-challenge experiments at the National Centre for Foreign Animal disease (NCFAD), Winnipeg, Canada. The mRNA vaccines will be designed, produced and supplied to the NCFAD by a contractor.
To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin.
4. EVALUATION AND SELECTION:
Mandatory technical evaluation criteria are included in Annex "C" of the solicitation.
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
