Trade agreement: This procurement is not subject to any trade agreement.
Policy on Reciprocal Procurement: This solicitation is open only to Canadian suppliers.
Competitive Procurement Strategy: Compliant bid with the highest combined score of technical merit and price.
Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to provide Directed Faith Community Reintegration services in the Greater Toronto and Hamilton Areas and the Edmonton area.
Faith Community Reintegration Projects (FCRPs) support successful offender reintegration following their release from CSC institutions. Directed Faith Community Reintegration Projects (DFCRPs) are a specialized extension of FCRPs that align with CSC’s public safety mandate by supporting the reintegration of offenders from traditionally underserved faith communities.
DFCRPs link offender reintegration goals to the mandates of organizations from traditionally underserved faith communities that are prepared to offer religious and spiritual services to offenders after release. DFCRPs support offender reintegration plans and program goals, by providing a range of services and activities that facilitate the transition and reintegration of individuals back into the community. These projects are designed to meet the unique religious and spiritual needs of specific groups, helping ensure that everyone has access to meaningful support on their reintegration journey.
Communities of faith typically offer many diverse, faith-based, pro-social activities to the public that foster a sense of belonging while contributing to spiritual and religious growth. Offender involvement in these activities offers a direct means of addressing and mitigating risk factors linked to reoffending.
DFCRPs facilitate and support the unique contribution of faith communities toward a holistic approach to safe and restorative reintegration practices.
Objectives:
To support successful offender reintegration following release from CSC institutions by:
- Developing faith community capacity to engage with offenders;
- Building bridges between offenders and their religious and spiritual community groups;
- Liaising with parole and justice organizations, and faith communities;
- Supporting offender reintegration plans and program goals; and
- Assisting offenders to become contributing members of society.
CSC may award up to two (2) contracts as a result of this Request for Proposal (RFP), one contract per STREAM.
Stream 1 – Greater Toronto and Hamilton Areas
Stream 2 – Edmonton Area
Bidders may submit a proposal for one or both STREAMS. However, Bidders submitting a bid for both STREAMS must be able to provide sufficient services and resources, to meet CSC’s requirements for all the location(s) listed within the identified stream.
Deliverables:
The Contractor must submit the following to the Project Authority:
1. a copy of the disengagement model being used no later than six (6) months after contract award;
2. a copy of the monthly quantitative indicator reports and invoices no later than thirty (30) days after the end of the month during which the Contractor delivered the services;
3. a copy of the quarterly qualitative reports no later than thirty (30) days after the end of each quarterly reporting period.
The monthly quantitative indicator reporting and quarterly qualitative reporting documents are attached in Annex F.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Contract and Time Frame for Delivery:
Period of the Contract: The Work is to be performed during the period of date of Contract Award to March 31, 2028, with the option to renew for five (5) additional one-year periods.

The Crown reserves the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada (English or French).
After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
