Nature of Requirements:
This bid solicitation cancels and supersedes previous bid
solicitation number F3017-12R308/A dated 2013-01-09 with a
closing of 2013-02-12 at 02:00 PM Eastern standard time.
Ship Service and Emergency Generator Breaker replacement on
board CCGS DesGroseilliers.
A- Firm Goods and Services
(i) The contractor must provide and deliver at destination all
the breakers (9 items) described at the end of the Technical
Specification. The contractor must also provide and deliver all
the required equipment to perform the replacement of the 9
breakers.
(ii) The contractor must provide the replacement and the
set-to-work services of the three following breakers:
- Ship Service #1,
- Ship Service #2, and
- Ship Service #3.
B- Optional Services
(i) The contractor must provide the replacement and the
set-to-work services of the six following breakers:
- Shore Power Breaker,
- Bus Tie 52ET,
- Bow Thruster Breaker,
- 460V Non-préférentiel Breaker,
- 460V Emergency Bus Breaker,and
- Emergency Tie Breaker.
1. The replacement of all the breakers on the main and the
auxiliary switchboard supplied by the contractor must be draw
out and sliding type breakers.
2. All the breakers must be remove with sliding mechanism and
must have three operating positions. Actually the original
breakers are Siemens make. They must have three positions; first
one Fully disconnected, second one test position, and third one
fully engage .Each breaker must come with a hand crank so we can
position and withdraw the breaker.
3. All breakers must have the same characteristic and
interrupting capacity in term of short circuit and the same
voltage .Short circuits current values must reflect the values
one line diagram. We say 65KA. Actually the ship supply is
460Vac, three phases and must also meet the maximum asymmetrical
current values.
4. Work period is as follows:
Commence: April 29, 2013
Complete: no later than on Mai 14, 2013
The Bidder agrees through submission of its response to the bid
solicitation that the above time frame is a mandatory period to
perform the subject work and absorb a reasonable amount of
unscheduled work; and further, that they have sufficient
material and human resources allocated or available to complete
the subject work and a reasonable amount of unscheduled work
within the Work period.
5. This requirement is subject to the Agreement on Internal
Trade (AIT). Section 506.11 a) of the AIT apply to this
requirement.
6. The requirement is exempt from the provisions of the World
Trade Organization Agreement on Government Procurement
(WTO-AGP), Annex 4 and the North American Free Trade Agreement
(NAFTA), Chapter Ten Annex 1001.2b Paragraph 1.
