Request for Standing Offers
Building Condition Reports
Public Works and Government Services Canada (PWGSC) is inviting
firms and individuals qualified as an Architect or Engineer with
the knowledge and experience of Building Conditions Report and
PWGSC practices and expertise to submit offers for Standing
Offers. The selected consultants shall provide a range of
services related to a variety of design and construction
projects within the National Capital Area.
Offerors shall be licensed or eligible to be licensed to
practice in the province of Quebec and Ontario. If an offeror is
licensed to practise in only one of the two provinces, then that
offeror must be eligible and willing to be licensed in the
province in which they are not licensed. Firms should be able to
demonstrate successful delivery of these services for a broad
variety of projects over the last five (5) years. In general,
the firm and its personnel will be evaluated on the basis of
their demonstrated understanding of the scope of services, their
approach and methodology to providing those services, the
quality of their relevant experience in this area, as well as
the cost of the provision of the services.
It is PWGSC's intention to authorize up to three (3) Standing
Offers, each for a period of three (3) years from the date of
issuing the Standing Offers. The total dollar value of all
Standing Offers is estimated to be $6,500,000.00 (tax included).
Individual call-ups will vary, up to a maximum of $500,000.00
(tax included). Offerors should note that there is no guarantee
that the full or any amount of the Standing Offers will be
called-up; PWGSC will award call-ups only when the specific
services to be provided under the Standing Offer are needed.
This procurement is covered under the provisions of the North
American Free Trade Agreement (NAFTA), World Trade Organization
- Agreeement on Government Procurement (WTO-AGP) and Agreement
on Internal Trade (AIT).
Firms and individuals that consider themselves qualified to
provide these services may order the Request for Standing Offer
document from the Government Electronic Tendering Service
through MERX. Late submissions will not be considered.
