Public Works and Government Services Canada requires
contaminated sediment to be remediated within the Esquimalt
Graving Dock (EGD) waterlot area as part of the EGD Sediment
Remediation Project, located in Constance Cove of Esquimalt
Harbour on Vancouver Island, British Columbia, Canada.

The EGD Sediment Remediation Project is not a standard dredging
and disposal project. Sediments within the EGD Work Site is
contaminated with various chemicals of concern and the
contractor will be required to use extra care to conduct its
work in a manner that is suitable for environmental cleanup and
not in a production dredging manner. Resuspension of
contaminated sediments caused by contractor construction
activities may result in re-contaminating portions of the EGD
work site that have been cleaned up and/or affecting water
quality, is of great concern to PWGSC. The contractor will be
required to conduct its work in a manner to minimize, to the
extent practicable, resuspension and redistribution of
contaminated sediment, and to comply with environmental
protection requirements and permit conditions specified by the
Department of Fisheries and Oceans.

The work items include: structure demolition and disposal;
temporary structure relocation and re-installation; water based
dredging and dredge material and debris removal of approximately
149,630 cubic meters of contaminated sediment and associated
debris by barge; in- water and upland transportation from the
contractor's off-site offload facility; dredge material and
debris offloading; stockpiling; dewatering and disposal of
contaminated sediments and debris at a permitted Canadian land
based disposal facility; placement of clean materials to manage
contaminated dredge residuals; placement of clean in-water slope
armour materials (filter material, armour material, and
backfill) to provide erosion protection to slope areas; and set
up of temporary facilities to support the above work.

Digital copies of the drawings and specifications and related
forms for the project solicitation are available from Merx and
these same documents as well as related reference information
for the project is also available from a PWGSC FTP website.
Access to the PWGSC FTP website will be provided on request to
the Contracting Officer.
