Title: Development of Exercises for Canadian Safety and Security
Program (CSSP)
REQUIREMENT
The Centre for Security Science (CSS) was created in 2006 as a
joint endeavour between the Department of National Defence and
Public Safety Canada (PSC). The Centre's mission is to
"Strengthen Canada's ability to prevent, prepare, respond and
recover from acts of terrorism, crime, natural disasters and
serious accidents through the convergence of Science and
Technology (S&T) with Policy, Operations and Intelligence". The
Centre seeks to deliver timely and relevant evidence based
support and advice to inform policy, planning and operations
within the context of all-hazards.
The CSS Exercise Program was developed in response to lessons
learned from several years of exercise engagement across the S&T
community. As well, the new program formalizes the support
mechanisms provided by the S&T Community to the 2010 Winter
Olympic and G8/G20 Summit Exercise Programs. The new CSSP
recognizes exercises as a key component of the Interoperability
Continuum that offers a cost-effective method to achieve key
CSSP outcomes.
CSS part of the Defence Research and Development Canada (DRDC)
has a requirement for the development of an agile exercise
coordination mechanism as part of a Canadian Safety and Security
Program (CSSP).
The period of the contract is for three (3) years from date of
contract award, with two (2) one (1) year option periods
There is a security requirement associated with this
requirement. For additional information, consult Part 6 -
Security, Financial and Other Requirements, and Part 7 -
Resulting Contract Clauses. Bidders should consult the
"Security Requirements for PWGSC Bid Solicitations -
Instructions for Bidders"
document on the Departmental Standard Procurement Documents Web
site."
Bidders must provide a complete list of names, or other related
information as needed, pursuant to section 01 of Standard
Instructions 2003.
The requirement is subject to the provisions of the Agreement on
Internal Trade (AIT).
The requirement is subject to a preference for Canadian goods
and/or services.
This procurement is subject to the Controlled Goods Program.
The Department of National Defence has determined that any
intellectual property rights arising from the performance of the
Work under the resulting contract will belong to Canada, on the
following grounds:
the main purpose of the contract, or of the deliverables
contracted for, is to augment an existing body of Canada's
background information as a prerequisite to the transfer of the
augmented background to the private sector, through licensing or
assignment of ownership (not necessarily to the original
Contractor), for the purposes of commercial exploitation;
SELECTION METHOD:
LOWEST COST PER POINT
To be declared responsive, a bid must:
(a) comply with all the requirements of the bid solicitation;
(b) meet all mandatory technical evaluation criteria;
(c) obtain the required minimum points for each criterion with a
pass mark; and
(d) obtain the required minimum points overall for the technical
evaluation criteria which are subject to point rating.
Bids not meeting (a) or (b) or (c) or (d) will be declared
non-responsive. The responsive bid with the lowest evaluated
price will be recommended for award of a contract. In the event
that two or more responsive bids have the same lowest evaluated
price, the responsive bid which obtained the highest number of
points overall for the point rated technical evaluation criteria
will be recommended for award of a contract.
MANDATORY TECHNICAL EVALUATION CRITERIA
Technical Evaluation
Except where expressly provided otherwise, the experience
described in the bid must be the experience of one or more of
the following:
The Bidder itself (which includes the experience of any
companies that formed the Bidder by way of a merger but does not
include any experience acquired through a purchase of assets or
an assignment of contract), the Bidder's affiliates (i.e.
parent, subsidiary or sister corporations, maximum of 2),
provided the Bidder identifies and demonstrates knowledge
transfer and the use of key personnel from the affiliate for the
applicable criterion; or
The Bidder's subContractors (maximum of 2), provided the Bidder
includes a copy of a teaming agreement and identifies the
reporting relationship of the agreement
The experience of the Bidder's suppliers will not be considered.
Two Step Bid Evaluation Process
Step 1: Initial Review of Mandatory Requirements
Canada will conduct an initial review of the Bidder's proposal
to determine if all mandatory requirements have been addressed
and met as required. This will include scored criteria that
contain a mandatory pass standard. After the initial review the
Contracting Authority will provide each Bidder with a
"Preliminary Evaluation Report" listing the non-compliant
mandatory requirements evaluated to date. This will include only
a list of RFP references and the score for each failed rated
requirement.
Bidders that do not meet all mandatory requirements will be
invited to submit additional or different information to prove
to evaluators, in accordance with the RFP, that the proposal is
compliant with those mandatory requirements. This information
must be submitted to the Contracting Authority on or before the
date and closing time specified in the invitation.
The new information submitted by the Bidder must be based on the
original proposal submitted it at bid closing.
The paper evaluation mandatory requirements will be those
included in the following areas:
-Security, and
-Mandatory Technical Criteria.
Step 2: Final Review of Mandatory Requirements
Canada will conduct a final review of the Bidder's proposal,
taking into account the new information submitted, to determine
if all mandatory requirements have been met as required in the
RFP. Should one or more of the initially evaluated non-compliant
mandatory requirements continue to be evaluated as non-compliant
after receipt of the new information, or a new non-compliancy be
created as a result of the new information, the proposal will be
evaluated as non-responsive and will not be given any further
consideration. The new information submitted will take
precedence over that submitted with the original bid at bid
closing.
Proposals that have demonstrated compliance with mandatory
requirements at the conclusion of the final review will continue
to be evaluated. For scored criteria that require a pass mark,
new information provided by bidders that render the criteria
compliant following the submission of the new information will
be given only the passing mark.
Mandatory technical evaluation criteria are included in
ATTACHMENT 2 of the bid solicitation.
POINT RATED TECHNICAL EVALUATION CRITERIA
Point rated technical evaluation criteria are included in
ATTACHMENT 2 of the bid solicitation.
