The GoC is developing a Clean Fuel Standard to reduce Canada’s annual GHG emissions by 30 megatonnes by 2030 through the increased use of lower carbon fuels and alternative technologies. It will use a lifecycle approach to set carbon intensity values and requirements which will assess GHG emissions from all stages in a product’s life, from cradle to grave. ECCC now needs a Contractor to develop a lifecycle assessment methodology and modelling tool to assess the carbon intensities of fuels. The fuel lifecycle assessment (LCA) modelling tool will be based on the best-available and peer-reviewed methodologies and must be robust, user friendly and transparent for public use. The Contractor will develop: the fuel LCA conceptual model; the methodology for the fossil fuel and low carbon pathways and resulting baseline carbon intensity values; and the fuel LCA modelling tool and all associated documentation. The Contractor will also carry out three (3) days of training on the fuel LCA model.
