1) Definition
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
2) Definition of Requirements
Title: Purchase of Clothing and Footwear datasets for 2012, 2013 and 2014
Background
It is the objective of Statistics Canada to ensure that all data published by the agency is of a consistently high quality. Consumer Prices Division is currently carrying out a Consumer Price Index (CPI) enhancement project in apparel and footwear. The CPI is one of Canada’s most important macroeconomic statistics; it is used for indexation of compensation payments (pensions, wages etc.), as an indicator of current inflation and for commercial, government and academic research. Accurately representing the current apparel and footwear is also crucial because of their importance for a wide range of users of the CPI as well as their contributions to the All Items aggregation of the CPI.
Objectives
To ensure the quality and accuracy of the CPI classification “Clothing and Footwear” by:
- Comparing NPD data from 2012 to 2015 and assessing emerging market trends, at the levels of detail not available in the Survey of Household Spending for those same years; enabling better-informed product selection and collection timeframe;
- Side-by-side validation and confrontation of aggregated expenditure categories between Survey of Household Spending and NPD sources;
- Providing an option for updating and providing more detail to the Clothing and Footwear classification of the CPI.
