Security
This notice is to advise ALL interested bidders that in order to
be awarded a contract which contains a security requirement, all
bidders MUST hold a valid Security Clearance granted or approved
by PWGSC Canadian Industrial Security Directorate (CISD) at the
level indicated in this solicitation document. Should the bidder
not currently hold a valid Security Clearance or require the
level to be upgraded, PWGSC will sponsor the bidder. Please

Security Requirement
SECURITY REQUIREMENT FOR CANADIAN SUPPLIERS
1. The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Designated Organization Screening (DOS), issued by the Canadian
Industrial Security Directorate (CISD), Public Works and
Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to
sensitive work site(s) must EACH hold a valid RELIABILITY
STATUS, granted or approved by CISD/PWGSC.
3. Subcontracts which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.
4. The Contractor/Offeror must comply with the provisions of
the:
(a) Security Requirements Check List and security guide (if
applicable).
(b) Industrial Security Manual (Latest Edition).
Requirement
To provide all labour, materials, tools, equipment and
transportation to provide outdoor range maintenance services for
bullet catchers and pistol ranges, on an 'as and when requested
basis' for Public Works and Government Services Canada at the
Connaught Range and Primary Training Centre (CRPTC), Ottawa,
Ontario. Work is to be performed in accordance with Statement of
Work No. EP305-15-0270.
Period
The period of any resulting Contract shall be for a period of
one (1) year with four (4) options to extend each for an
additional consecutive twelve (12) month period.
Mandatory Site Visit
It is MANDATORY that the Bidder or a representative of the
Bidder visit the work site. Arrangements have been made for the
site visit to be held at 31 Shirley Blvd, Connaught Range and
Primary Training Centre, Ottawa, Ontario, on October 3, 2014.
The site visit will begin at 9:30 AM at 31 Shirley Blvd, PWGSC
Building.
Bidders must communicate with the Contracting Authority no later
than October 1, 2014, to confirm attendance and provide the
name(s) of the person(s) who will attend. Bidders will be
required to sign an attendance sheet. Bidders should confirm in
their bid that they have attended the site visit. Bidders who do
not attend the mandatory site visit or do not send a
representative will not be given an alternative appointment and
their bid will be declared non-responsive. Any clarifications or
changes to the bid solicitation resulting from the site visit
will be included as an amendment to the bid solicitation. A
maximum of two (2) representatives per company will be permitted
to examine the site.

2. Contractor's Experience and Past Performance in accordance
with Part 3, Section I, Technical Bid;
3. Full Time Supervisor's Expertise and Experience in
accordance with Part 3, Section I, Technical Bid;
4. Submission of a Firm Price/Rate in Canadian funds for all
the items listed in the RFP, Part 3, Section II,
Financial Bid;
