Full description

The RCMP has a requirement for repair, overhaul, modification, installation, removal and support services for approximately 700 communication sites distributed across Canada. This Request
for Supply Arrangement (RFSA) allows suppliers to submit proposals for pre-qualification under a resulting Supply Arrangement. All proposals will be evaluated by Canada. Suppliers demonstrating the technical capabilities and experience will be placed on the Supply Arrangement.
Qualification under the Supply Arrangement:
A Supply Arrangement was established in October 2013 for a period of 3 years (201304568). This ‘refresh’ of the Supply Arrangement will provide new suppliers with an on-going opportunity to qualify, with evaluations completed on a bi-annual basis. A notice will be perpetually posted on the Government Electronic Tendering Service (GETS) to allow new suppliers to become qualified. Existing qualified suppliers, who have been issued a supply arrangement, will not be required to submit a new arrangement, unless otherwise indicated.

Evaluation Process:

Firms must be able to meet the mandatory technical criteria to be placed on the Supply Arrangement.
Stream 4 is a new stream under this refresh of the RFSA. Interested suppliers, both new and those previously qualified under streams 1, 2 or 3, must provide a response if they wish to qualify under Stream 4,

Supply Arrangement:

A supply arrangement is a non-binding arrangement between Canada and pre-qualified suppliers that allows departments to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the supply arrangement. The intent of a supply arrangement is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the services described in those bid solicitations.

The Supply Arrangement is not in itself a contract, but rather a base document that forms part of the future Request for Proposal (RFP)and resulting contract. When issued a Supply Arrangement, the supplier accepts the obligation to provide specified services in accordance with the Supply Arrangement, under any resulting contract that may be awarded. Any resulting contract will be established as a result of an RFP. These RFPs will specify the specific requirements, and may contain additional terms and conditions that the supplier must meet.

See the bid solicitation section of the RFSA for further details on this procurement process.

This requirement is subject to the Agreement on Internal Trade (AIT), North America Free Trade Agreement (NAFTA), World Trade Organization Agreement on Government Procurement (WTO-AGO),
Canada-Chile Free Trade Agreement (CCFTA) and Canada-Peru Free Trade Agreement (CPFTA).

The RCMP has published its National Procurement Plan. For further information, please see link:

Canadian International Trade Tribunal (CITT)
Procurement complaints may be filed with the Canadian International Trade Tribunal (CITT) by potential suppliers concerning alleged breaches by the Government of Canada of the prescribed procedural requirements applicable to any aspects of the procurement process for contracts covered by the trade agreements i.e. the North American Free Trade Agreement (NAFTA), the Agreement on Internal Trade (the AIT), and the Agreement on Government Procurement (the AGP) of the World Trade Organization.

Office of the Procurement Ombudsman:
The Office of the Procurement Ombudsman (OPO) was established by the Government of Canada to provide an independent avenue for suppliers to raise complaints regarding the award of contracts under $25,000 for goods and under $100,000 for services. You have the option of raising issues or concerns regarding the solicitation, or the award resulting from it, with the OPO by contacting them by telephone at 1-866-734-5169 or by e-mail at b••••••@•••.•••.••.ca.
