The RCMP has a requirement for repair, overhaul, modification, installation, removal and support services for approximately 700 communication sites distributed across Canada. This Request
for Supply Arrangement (RFSA) allows suppliers to submit proposals for pre-qualification under a resulting Supply Arrangement (SA). All proposals will be evaluated by Canada. Suppliers demonstrating the technical capabilities and experience will be awarded an SA.
Qualification under the Supply Arrangement:
The SA was established in October 2013 for a period of 3 years, and subsequently refreshed to include 2 one-year option periods. The SA ends October 26, 2018. No further option periods remain.
Final requests for new supplier qualifications will be accepted until January 31, 2018, at which time the Government Electronic Tendering Service (GETS) publication will be removed.
Evaluation Process:
Firms must be able to meet the mandatory technical criteria to be placed on the Supply Arrangement.
Supply Arrangement:
An SA is a non-binding arrangement between Canada and pre-qualified suppliers that allows departments to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the SA. The intent of ant SA is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the services described in those bid solicitations.
The SA is not in itself a contract, but rather a base document that forms part of the future Request for Proposal (RFP) and resulting contract. When an SA is issued the supplier accepts the obligation to provide specified services in accordance with the SA, under any resulting contract that may be awarded as a result of an RFP. The RFPs will specify the specific requirements, and may contain additional terms and conditions that the supplier must meet.
See the bid solicitation section of the RFSA for further details on this procurement process.
