1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

2. TITLE: Custom Die-cut and printed Harvest Survey Grain Envelopes

Canadian Grain Commission (CGC) has a requirement for
the manufacture, supply and delivery of 35,500 custom envelopes in 13 versions.
Delivery is to the CGC, Winnipeg, Manitoba, on or before May 1, 2014.

This project extends from an ongoing, pre-existing contract that was issued competitively in 2008. This work aligns with departmental priorities under program activities 1.3 (Grain Quality Research Program) & 1.1 (Grain Quality Assurance Program): The Canada Grain Act requires the CGC to undertake, sponsor and promote research related to grains. The CGC conducts research in support of the Grain Quality Assurance Program (GQAS) to address emerging issues and permit the effective marketing of Canadian grain in the interests of producers and the Canadian grain industry. The CGC's Grain Research Laboratory (GRL) researches methods to measure grain quality, new quality factors, and new grain standards. Grain quality research supports the continual improvement of the GQAS.
Canada's Grain Quality Assurance Program assures consistent and reliable grain quality that meets the needs of international and domestic markets. Daily provision of grain inspection and grading services as mandated by the CGA as well as strong scientific and technical support programs and services are integral to the overall delivery of an effective GQAS. Canada's GQAS is continually adapted to the end-use needs of domestic and international buyers of Canadian grain, and to the ongoing structural changes within the grain industry to maintain Canada's reputation as a consistent supplier of quality grain. An effective GQAS is a key factor in permitting Canadian exporters to market successfully in competitive international grain markets and is essential for producers in order to realize maximum value from their grain.

The cross-Canada sample collection generated by the Harvest Survey will identify potential problems in the crops, and is an indicator of predominant grading factors, grade distributions and protein levels. The results of the Harvest Survey form a vital aspect of marketing Canada’s commodities in both foreign and domestic markets for the following commodities: Lentils, Peas, Beans, Canola, Flax, Mustard, Soybeans, CWRS, CWHWS and Amber Durum.

3. Any interested supplier must demonstrate by way of a
statement of capabilities that it meets the following requirements:

Must utilize the pre-existing custom rotary die owned by Canadian Grain Commission,
ID #CE-D-0019.

Must have legal rights to utilize DATA Canadian Patent #2470331, Mil Envelope with Integrated Tracking Label issued on Sept 9, 2009.

4. This procurement is subject to the following trade
agreement(s):

there is an absence of competition for technical reasons and the
goods or services can be supplied only by a particular supplier
and no alternative or substitute exists.

7. The equipment and deliverables must be delivered on or before
May 1, 2014.

8. The estimated value of the contract, is $39,420.27 (GST/HST
extra).

10. Suppliers' right to submit a statement of capabilities

Suppliers who consider themselves fully qualified and available
to provide the goods, services or construction services
described in the ACAN may submit a statement of capabilities in
writing to the contact person identified in this notice on or
before the closing date of this notice. The statement of
capabilities must clearly demonstrate how the supplier meets the
advertised requirements.

NOTE: The closing date and time for accepting statements of
capabilities is:
March 5, 2014 at 2:00 PM Central Standard Time (CST)

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The CGC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
