Closing times will remain at 2:00 PM CDT or CST, as applicable, for the first period and all rebid closings.
Suppliers should review the entire solicitation document as there are changes to it from previous versions. Suppliers should also ensure they perform any required conversions, and provide all applicable information and complete any areas that are to be completed prior to submitting their offer.
Public Works and Government Services Canada (PWGSC), Western Region, on behalf of Department of National Defence (DND), has a requirement for Regional Individual Standing Offers (RISO’s) for the supply, delivery and offloading of Miscellaneous Groceries on an as and when requested basis to Edmonton Garrison, in Edmonton Alberta for the period of the Standing Offer.
The periods of the Standing Offers will be for two, 6 month periods, from November 1, 2021 to April 30, 2022 and May 1, 2022 to October 31, 2022, with applicable refresh and rebid periods as indicated in Annex A and Annex B of this document.
There will be one Standing Offer awarded per commodity, if one supplier is successful in more than one commodity, then the commodities will be combined for that supplier. Otherwise there will be up to four standing Offers issued for this requirement for each six month period.

Rebid
The Offeror and any other interested suppliers will be able to bid on this requirement at a specified period as laid out in the Standing Offer and this bid solicitation.
Offerors should submit the entire solicitation document as this is an open, competitive process, and the evaluation will be completed as it was in the first solicitation closing.
The requirement will remain posted on Buy and Sell for the period of the Standing Offer which will be affected by the rebid periods.

Suppliers are strongly encouraged to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed bids will be accepted at 1-418-566-6167.
Hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

Anticipated migration to Regional Master Standing Offers (RMSO)
If a RMSO is issued for any of the commodifies prior to the expiry date of the standing offer issued from this solicitation, this standing offer will be set aside to move to the Regional Master Standing Offer (RMSO) for all sites affected by the RMSO.
